Report Title: Execute a Purchase Order with Dell

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Chief Information Officer, to execute a purchase order with Dell Technologies in an amount not to exceed $96,000 subject to Dell’s Terms of Sale and NASPO agreement 23026, for the purchase of Dell equipment and hardware to support the Department of Information Technology (DoIT) Telecommunication department’s computer refresh initiative.
FISCAL IMPACT:
The cost of this product is included in the department’s FY 25-26 budget (100% User Departments).
BACKGROUND:
The Department of Information Technology (DoIT) is committed to keeping technology current within the Telecommunication and Administrative divisions to effectively support working teams and ensure reliable, efficient operations across the organization. The last computer refresh occurred approximately five (5) years ago. Regular computer refresh cycles are essential to ensure employees have reliable, secure, and efficient technology to perform their work. Upgrading equipment improves performance, reduces downtime, and maintains compatibility with modern applications and systems. Additionally, newer hardware typically requires less maintenance and support, lowering long-term operational costs while enhancing the overall user experience and increasing productivity.
The NASPO contract 23026 includes a limitation of liability capping Dell’s liability to two (2) times the amount paid by County for the products or services given rise to the claim in the twelve (12) months preceding the event.
Dell’s Terms of Sale include a mutual indemnity clause from the County to Dell and vise versa. The terms also include a limitation of liability limiting Dell’s liability to amount paid by County to Dell in the twelve (12) months prior to the claim.
This purchase is being made under sole source justification for continuity of service. The sole source was approved by Purchasing on April 8, 2026
CONSEQUENCE OF NEGATIVE ACTION:
This purchase is an important component of maintaining reliable and secure IT operations. Without updated computer hardware, the Department of Information Technology (DoIT) may face challenges in supporting system performance, addressing technical issues, and applying necessary security updates. Over time, this could increase system vulnerability, reduce efficiency, and heighten the risk of downtime, service disruptions, and exposure to security risks that may impact County services.
