Report Title: Contract Amendment with Konnech, Inc.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Clerk-Recorder, or designee, to execute a contract amendment with Konnech, Inc. to increase the payment limit by $30,000 to a new payment limit of $137,408 and extend the term through February 20, 2027, to provide poll worker and location management software.
FISCAL IMPACT:
100% General Fund. The costs of this agreement are within the Department’s operating budget.
BACKGROUND:
The Department contracted with Konnech, Inc. on January 12, 2018, to provide licensing, maintenance, and support of the PollChief application. This application is used to contact and schedule upwards of 1,200 poll worker volunteers every election cycle, as well as assist in contact and procurement of 146+ polling places for Election Day, 5 Regional Early Voting Sites, and numerous poll worker training rooms ahead of every election.
On September 16, 2025, the Board approved a contract amendment to increase the payment limit to $107,408 and extend the term through February 20, 2026. The Department conducted an RFP in June 2025 which provided no viable options and Konnech, Inc. continues to be contracted under sole-source justification. The Department is seeking Board approval to renew the contract with Konnech, Inc. for a one-year term effective February 21, 2026, through February 20, 2027, and increase the payment limit to $137,408.
Konnech’s license, maintenance, and support agreement contains a limitation of liability.
CONSEQUENCE OF NEGATIVE ACTION:
The Department would need to identify and implement an alternative service provider in advance of the Direct Primary Election on June 2, 2026. The existing system already possesses the data from previous elections, and an alternative service provider would require a substantial financial investment and a significant amount of time and resources spent on data migration, staff training, and system testing.
