Report Title: Rescind Board action of December 9, 2025 (C.56.) regarding a contract with California Mental Health Services Authority (CalMHSA)

RECOMMENDATIONS:
RESCIND Board action of December 9, 2025 (C.56.) which authorized and approved execution of a contract amendment with California Mental Health Services Authority (CALMHSA), to extend the termination date through February 28, 2027 for additional fiscal and administrative agent services with no change in the payment limit of $1,000,000; and APPROVE and AUTHORIZE the Health Services Director, or designee, to execute, on behalf of the County Contract Amendment #74-675-1 with California Mental Health Services Authority (CalMHSA), a government agency, to amend Contract #74-675, to extend the termination date from February 28, 2026 to June 30, 2026 for additional fiscal and administrative agent services with no change in the payment limit of $1,000,000.
FISCAL IMPACT:
There is no change in the original funding of $1,000,000 funded 100% by Mental Health Services Act (MHSA).
BACKGROUND:
The purpose of this Agreement is to combat the labor workforce shortages and lack of adequate training across California County Behavioral Health agencies. The Behavioral Health Workforce Program will act as the umbrella program for Remote Supervision Program, Temporary Clinical Staffing/Permanent Staff Recruitment Program, Training and Certification Courses and Medi-Cal Peer Support Specialist Program Offerings and allow the Behavioral Health Services Department (BHSD) staff to access the necessary training needed for State certifications. Per Administrative Bulletin 600.3, government agencies are exempt from solicitation requirements. This Agreement was approved by Health Services Personnel to ensure there is no conflict with labor relations.
On January 9, 2024, the Board of Supervisors approved Contract #74-675 with CalMHSA, in an amount not to exceed $1,000,000 to provide fiscal and administrative agent services for the Behavioral Health Workforce Program, for the period from March 1, 2023 through February 28, 2026.
On December 9, 2025, the Board of Supervisors approved Contract Amendment #74-675-1 to continue providing fiscal and administrative agent services for the Behavioral Health Workforce Program through February 28, 2027, however the termination date is incorrect. This Board action will correct the termination date to June 30, 2026 to match the Amendment and reflect the intent of both parties.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not rescind the prior action, approval will remain on record, which could result in inaccurate accounting of contractual commitments. Rescinding the prior action ensures accurate contractual and financial records.
