Report Title:                     Contract 20-740-0 Pacific Clinics for Differential Response Program Case Management Services in East Contra Costa County

RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Pacific Clinics in an amount not to exceed $1,011,666 to provide Differential Response Path 2 Case Management services for families at risk of abuse or neglect in East Contra Costa County for the period January 1, 2026, through December 31, 2027.

 

FISCAL IMPACT:

 

100% State funds, 25% of which is budgeted in FY 25-26, 50% will be budgeted in FY 26-27, and 25% will be budgeted in FY 27-28.

 

BACKGROUND:

The purpose of the Differential Response Path 2 Case Management Program is to provide early intervention in the lives of families who have had a report of abuse or neglect. The Differential Response Program works with community-based and/or faith-based organizations to provide case management and home visiting services to high-risk families to address the issues that brought the family to the attention of Children and Family Services (CFS). Additionally, this Contract includes a pilot for a community pathway to differential response services in East Contra Costa County, which will allow families who are at risk of coming to the attention of CFS to access differential response services with the goal of ultimately preventing CFS involvement.

In June of 2025, the Employment and Human Services Department (EHSD), CFS, issued Request for Proposal (RFP) 1223 for Differential Response Path 2 and After Care Services for three regions in Contra Costa County: East, Central, and West. Three providers responded to RFP 1223 and three were chosen, one provider for each region. Pacific Clinics was awarded and selected to provide services for the East region.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

The County will not be able to continue to provide Differential Response Path 2 services to families in East Contra Costa County, which will strengthen the community and decrease the risk of children and their families entering the child welfare systems.
