Report Title:                     Contract #74-709-3 with Elite Family Systems

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-709-3 with Elite Family Systems, a non-profit corporation, in an amount not to exceed $796,010, to provide Medi-Cal specialty mental health services including Short Term Residential Therapeutic Program (STRTP) services for adolescent youth for the period July 1, 2026 through June 30, 2029.

 

FISCAL IMPACT:

This contract will result in contractual service expenditures of up to $796,010 over a 3-year period and will be funded 50% by Federal Medi-Cal revenues and 50% Mental Health Realignment funds.

 

BACKGROUND:

This Contract meets the social needs of County’s population by providing Medi-Cal specialty mental health services for adolescent youth removed from their homes due to abuse and or neglect. Contractor’s STRTP services include, but are not limited to, therapy, case management and crisis intervention. Services are provided on-site with capacity to serve a total of 24 youth. This Contractor has been providing these mental health services since July 2024.

 

This Contract is entered into under and subject to the following legal authorities: Welfare and Institution Code, §5600 et seq. (The Bronzan McCorquodale Act); California Code of Regulations (“CCR”), Title 9, § 523 et seq. (Community Mental Health Services) and California Government Code §§ 26227 and 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. Contractor currently cooperates and participates in the Behavioral Health Services Department’s Quality Management Program which consists of quality improvement activities to improve the quality of care, services and member experience. Cooperation includes collection and evaluation of performance measurement data and participation in the organization’s clinical and service measure Quality Improvement Programs. These services were determined to be exempt from Administrative Bulletin 600.3 solicitation requirements by the Public Works Department’s Purchasing Division.

 

On July 22, 2025, the Board of Supervisors approved Contract #74-709-2 with Elite Family Systems, in an amount not to exceed $255,000, for the provision Medi-Cal specialty mental health services including STRTP services for adolescent youth, for the period from July 1, 2025 through June 30, 2026.

 

Approval of Contract # 74-709-3 will allow the Contractor to continue to provide services through June 30, 2029. 

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, adolescent youth STRTP services will not have access to Contractor’s services, potentially resulting in placement in higher levels of care as County solicits and engages an alternative Contractor.
