Report Title:                      CSB 39-971-5 Contra Costa County Office of Education for the Quality Matters Program FY 2026-2027

Recommendation: Recommendation of the County Administrator

 

RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to accept funding in the amount of $11,000, and execute a revenue agreement with Contra Costa County Office of Education for the Quality Matters Program, for the period August 1, 2026, through July 31, 2027. 

 

FISCAL IMPACT:

 

100% Contra Costa County Office of Education funds of which $10,083.33 is budgeted in Fiscal Year 2026-2027 and $916.67 will be budgeted in Fiscal Year 2027-2028. There is no County match.

 

BACKGROUND:

 

On December 17, 2024, the Board approved Item C.86, approving and authorizing the execution of a Revenue Agreement with the Contra Costa County Office of Education (CCCOE) for a term of August 1, 2024, to July 31, 2025. On June 2, 2025, the revenue agreement was renewed for a term of August 1, 2025, to July 31, 2026, with no funds expended.

 

On April 1, 2025, the Board approved Item C.38, amending Revenue Agreement to accept additional grunt funds. On June 2, 2025, the revenue agreement was renewed for a term of August 1, 2025, to July 31, 2026, with no funds expended.

 

This action seeks to accept grant funding to renew the agreement for the period August 1, 2026, through July 30, 2027, to continue to implement the Quality Matters Program for the following childcare centers: Ambrose, Balboa, Bayo Vista, Crescent Park, George Miller, George Miller III, Lavonia Allen, Los Arboles, Los Nogales, Marsh Creek, and Riverview.

 

Funding is to improve the quality of services at childcare centers through enhanced professional development for staff and updated, improved site materials.

 

This agreement includes modified indemnification language.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved by the Board of Supervisors, the County will not receive funding to implement the Quality Matters Program.

 

CHILDREN'S IMPACT STATEMENT:

 

This revenue agreement supports three of Contra Costa County’s community outcomes of the Children’s Report Card”: (1) "Children Ready for and Succeeding in School"; (3) "Families that are Economically Self-Sufficient"; and (4) "Families that are Safe, Stable and Nurturing".
