RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Hummble Translations LLC to increase the payment limit by $158,946 to a new payment limit of $280,000, to provide document translation, interpretation, editing and proofreading services, with no change to term ending June 30, 2025.

 

FISCAL IMPACT:

 

$280,000: 60% Federal, 34% State, and 6% County, all of which is budgeted in FY 24-25.

 

BACKGROUND:

 

Hummble Translations LLC provides Contra Costa County Employment and Human Services Department with translation services creating, maintaining, and verifying new or revised Contra Costa County documents in English and/or any other system-supported foreign language that is prevalent within the County. State and Federal regulations require the County to provide Client Correspondence documents for Child Welfare Services/Case Management System in English and in any non-English language preferred by the client. In 2024, an amendment and extension were executed, adding live interpreter services in languages not readily available with existing resources/contractors. This amendment is to provide additional funds sufficient to cover these services, as well as translation services for the remainder of the contract term.

 

CHILDREN'S IMPACT STATEMENT:

 

This contract supports all five of Contra Costa County’s community outcomes established of the Children's Report Card: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families" by providing translation and interpretation services in clients’ preferred languages.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved by the Board of Supervisors, the Employment and Human Services Department would be unable to meet requirements for the administration of State and Federal programs.
