RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, an amendment to purchase order #30519 with Kainos Dental Technologies, LLC to increase the payment limit by $200,000 to an amount not to exceed $400,000 to purchase additional dental prosthetics for patients in the Contra Costa Health Services Department's Dental Clinics with no change in the original term of June 1, 2024 through May 31, 2027.

 

FISCAL IMPACT:

This purchase order will result in additional expenditures of up to $200,000 over the three-year period and will be funded by Hospital Enterprise Fund I revenues.

 

BACKGROUND:

Kainos Dental Technologies, LLC is a full-service dental laboratory that manufactures and customizes a variety of dental prosthetics, including crowns and dentures, for Contra Costa Health Services Department's Dental Clinics. Over the past year, Kainos Dental Technologies has demonstrated consistent reliability and quality, providing the dental clinics with the prosthetics necessary to deliver high-quality patient care and achieve excellent clinical outcomes.

 

Contra Costa Health Services Department's Dental Clinics previously utilized two dental laboratories for prosthetic services; however, one laboratory ceased operations over a year ago, leaving Kainos Dental Technologies as the sole provider of dental prosthetics for the clinics. As a result, the volume of prosthetics manufactured by Kainos has increased significantly, leading to a corresponding increase in costs.

 

On June 21, 2024 the Purchasing Agent issued purchase order #30519 with Kainos Dental Health Technologies, LLC in the amount of $100,000 and a subsequent amendment increasing the total payment limit to $200,000 to purchase dental prosthetics as needed for the Contra Costa Health Services Department's Dental Clinics for the period of June 1, 2024 through May 31, 2027. On August 25, 2025 the Purchasing Agent approved the use of Kainos Dental Technologies, LLC for this purchase order.

 

Approval of this action will allow the Contra Costa Health Services Department's Dental Clinics to continue to purchase dental prosthetics through May 31, 2027.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this purchase order is not approved, Contra Costa Health Services Department's Dental Clinics will be unable to provide dental prosthetics to patients. Appointments will be cancelled, leaving edentulous and partially edentulous patients without access to essential services critical to their oral function, nutrition, and overall health. Dental Clinics will be forced to indefinitely suspend scheduling for affected patients, disproportionately impacting vulnerable populations who rely on timely prosthetic care to maintain their health, function, and dignity.
