Report Title: Contract #25-083-8 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions)

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #25-083-8 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), a non-profit corporation, in an amount not to exceed $2,185,587 to provide rapid re-housing and homeless prevention services to families enrolled in County’s Employment and Human Services Department (EHSD) CalWORKs program and who are at risk of, or currently experiencing, homelessness and are eligible to receive services through the California Department of Social Services (CDSS) HousingWORKS! program, for the period from July 1, 2025 through June 30, 2026.
FISCAL IMPACT:
Approval of this Contract will result in an annual expenditure up to $2,185,587 and will be funded 100% by EHSD CalWORKs.
BACKGROUND:
This Contract meets the social needs of county’s population by providing rapid re-housing and homeless prevention services to families who are at risk of, or currently experiencing, homelessness and recipients of EHSD’s CalWORKs program and who are eligible to receive services through the CDSS HousingWORKS! program. This contract is supporting EHSD’s implementation of its Housing Support Program (HSP) funded by the CDSS. HSP provides prevention and time limited rental assistance and supportive services to Contra Costa CalWORKS families. The goal of HSP is to stabilize CalWORKS families with the end goal of self-sufficiency at program end which includes maintaining safe and stable housing without the need for on-going assistance.
These services include case management which will assist participants with food assistance, substance use treatment, education and training, employment and benefits assistance, health care, mental health counseling, childcare, and credit repair. Rapid re-housing services will include providing financial assistance for security deposits, utility deposits/payments, moving costs, hotel/motel vouchers, paid shelter costs, housing application and credit/background check fees, partial, tiered or full rental subsidies. Contractor has been providing housing support services for Contra Costa County since August 2019.
This Contractor has been a longstanding partner in previous projects, fostering a deep understanding of our organization's mission, values, and long-term objectives. Engaging them again will enable knowledge transfer, avoiding knowledge gaps and ensuring continuity in service delivery to vulnerable populations experiencing housing instability or homelessness. The request for proposal (RFP) was posted on January 11, 2023 and closed on March 3, 2023. Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions) was selected through the RFP process on July 23, 2023.
On October 24, 2023, the Board of Supervisors approved Contract #25-083-5 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), in an amount not to exceed $2,160,587 to provide rapid re-housing and homeless prevention services for the period from July 1, 2023 through June 30, 2024.
On February 27, 2024, the Board of Supervisors approved Contract Amendment/Extension #25-083-6 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), effective March 1, 2024, to increase the payment limit by $3,496,359 to a new payment limit of $5,826,529 to provide additional rapid re-housing and homeless prevention services and to extend the termination date from June 30, 2024 to September 30, 2024.
On September 24, 2024, the Board of Supervisors approved Contract Amendment/Extension #25-083-7 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), effective September 1, 2024, to increase the payment limit by $169,583 to a new payment limit of $2,330,170 to continue providing rapid re-housing and homeless prevention services and to extend the termination date from September 30, 2024 to June 30, 2025.
Approval of Contract #25-083-8 will allow the Contractor to continue to provide rapid re-housing and homeless prevention services through June 30, 2026. This Contract is retroactive due to prolonged negotiations between the Division and Contractor.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, families participating in the EHSD CalWORKs program will not receive the housing assistance services provided by the Contractor and may result in an increased number of unhoused adults and children in Contra Costa County.
CHILDREN’S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
