RECOMMENDATIONS:

Acting as the governing board of the Contra Costa County Fire Protection District, APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Fire Chief, to execute a purchase order amendment with William E. Munson Company, to increase the payment amount by $107,186.18 for a revised total of $1,000,000.  To include costs of outfitting a 32-foot boat for the Contra Costa County Fire Protection Maritime Response Team. 

 

 

FISCAL IMPACT:

The requested purchase will be funded 100% by the EMS Transport Fund.

 

 

BACKGROUND:

In July 2023, the Fire District Board of Directors authorized this purchase in the amount of $825,000.

 

In March 2024, the Fire District Board of Directors authorized this purchase with a ceiling not to exceed $860,000 to include additional funding for previously unaccounted taxes and $35,000 for contingency.

 

As of June 2, 2026, a fire district requested change order in the amount of $44,555 is necessary to address changes to outfitting, lighting, navigation electronics, propulsion, and the fire system.  The total for all anticipated costs is now $937,368.82.

 

The new, not-to-exceed cost of $1,000,000 contains approximately $62,631 of contingency budget for unforeseen needs during the construction or delivery.

The Contra Costa County Fire Protection District (District) Maritime Response Team responds to medical emergencies, fires, spills, and rescues on 30 miles of navigable waterways with multiple high-value target hazards.

 

Following the annexation of the former East Contra Costa Fire Protection District, the marine response program needs to develop assets for responses to emergencies in the far east end of the County. The proposed rescue/fire boat would be based in the Discovery Bay Marina for rapid response in the far reaches of the County.

 

The 32-foot Munson fire boat offers a large working deck with an enclosed cabin, a landing craft style bow door, quick response capability, and low maintenance costs. The versatility and dependability of this platform will allow the District to respond in an “All Hazards” manner to protect lives, property, and the environment for many years. This would be the sister vessel to another identical vessel owned and operated by the Fire District and based in Pittsburg.

 

This vessel is being acquired under Federal General Services Administration (GSA) contract number 47QSWA22D006M.  This system allows state and local government agencies to procure goods and services under the federal bid and contract award process.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the District would not receive a vessel with all the necessary equipment for successful operations in the Delta.
