RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #23-862-1with Computacenter United States Inc., a corporation, effective June 9, 2026, to increase the payment limit by $24,500, from $55,624, to a new amount not to exceed $80,124, and to extend the termination date from June 9, 2026 to June 9, 2027 for additional Citrix information technology consulting services for Contra Costa Health’s data centers.
FISCAL IMPACT:
Approval of this Amendment/Extension will result in additional expenditures of up to $24,500 and will be funded as budgeted by the department in FY 2026-27 100% by Hospital Enterprise Fund I.
BACKGROUND:
This Contract meets the needs of the County by providing specialized information technology consulting services and support for Contra Costa Health’s data center Citrix Workspace Environment Management (WEM). A subject matter expert will deliver consulting services and assistance in designing and deploying Citrix WEM capabilities and providing analysis services for system improvement. Computacenter United States Inc. was selected as the vendor to provide these services (of the three vendor quotes obtained by the department) per Administrative Bulletin 600.3 solicitation requirements. Measurable outcomes include service plan deliverables such as WEM design, project planning, and delivery of consulting services. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations.
On June 10, 2025, the Board of Supervisors approved Contract #23-862 with Computacenter United States Inc., in an amount not to exceed $55,624, for the provision of Citrix information technology consulting services for Contra Costa Health’s data centers, for the period from June 10, 2025 through June 9, 2026. This Contract contains mutual indemnification language and limitations of liability arising from (i) negligence or willful misconduct, (ii) personal injury or death, or (iii) claims for breach of the confidentiality provisions of the Contract, each party’s liability is limited to actual damages not to exceed one hundred thousand dollars ($100,000).
Approval of Contract Amendment/Extension Agreement #23-862-1 will allow the Contractor to provide additional Citrix information technology consulting services for Contra Costa Health’s data centers through June 9, 2027.
CONSEQUENCE OF NEGATIVE ACTION:
If this Amendment is not approved, it will result in a diminished capacity to manage and support the infrastructure that is running Epic, our electronic medical records system.
