Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE Budget Amendment No. BDA-26-00569 authorizing the transfer of $126,061 in appropriations from the Department of Information Technology (0147) to Telecommunications  (0060) for security upgrades at hilltop radio communication sites.

 

FISCAL IMPACT:

This action will increase appropriations by $126,061 in Telecommunications (0060), Microwave Maintenance (2284), and decreases appropriations in Information Technology (0147), Administration (1050).  The cost is budgeted in the Department’s IT Project Funding for FY 25/26, for upgrades to all hilltop surveillance cameras and associated servers.  (100% General Fund - IT Project Supplemental Funding)

 

BACKGROUND:

The County maintains a network of hilltop radio communications sites that support critical public safety and operational communications infrastructure. As part of an approved Fiscal Year 2025/26 IT Supplemental Project, the Department of Information Technology’s Telecommunications Radio Team continued upgrades to the surveillance camera systems and associated servers located at these sites in order to modernize the County’s monitoring capabilities and improve overall security.

 

The project includes the removal of legacy surveillance equipment and installation of modern IP-based security cameras, upgraded video management applications, and server infrastructure to support secure video storage and remote monitoring. These improvements ensure that the County can effectively monitor and protect critical communications assets from vandalism, theft, or unauthorized access.

 

In addition, project funding will support infrastructure improvements at the Nadeen Peak hilltop communications site, including replacement of the existing generator and conversion of the fuel supply line connection. These upgrades will improve reliability and resilience of the site’s backup power system, ensuring uninterrupted operation of critical communications equipment during power outages.

 

Together, these improvements complete the modernization of the County’s hilltop surveillance and supporting infrastructure and enhance the County’s ability to safeguard vital communications facilities.

 

CONSEQUENCE OF NEGATIVE ACTION:

Without these improvements, the County would face increased risk of undetected vandalism, theft, or unauthorized access at critical communications facilities, as well as reduced reliability of backup power systems needed to support continuous operation during power outages. This could compromise the County’s ability to monitor, protect, and maintain uninterrupted operation of vital public safety and communications infrastructure.
