Report Title: Contract #25-083-10 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions)

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #25-083-10 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), a non-profit corporation, in an amount not to exceed $2,200,000, to provide rapid rehousing and homeless prevention services for families enrolled in County’s Employment and Human Services Department (EHSD) CalWORKs program and who are at risk of or currently experiencing homelessness and are eligible to receive services through the California Department of Social Services (CDSS) HousingWORKs! Program. Contractor will purchase and provide 645 gift cards with a total value of $35,000 (85 Walmart gift cards up to $100 per card, 175 Safeway gift cards with a value up to $50 per card, 70 Safeway gift cards with a value up to $25 per card, 20 Safeway gift cards with a value up to $25 per card, 120 Target gift cards with a value up to $50 per card, 100 Shell Gas or Clipper gift cards with a value up to $50 per card, 40 Shell Gas or Clipper gift cards with a value up to $25 per card and 35 Shell Gas of Clipper gift cards with a value up to $100 per card), to eligible participants for participating in the rapid rehousing program, for the period July 1, 2026 through June 30, 2027.
FISCAL IMPACT:
Approval of this Contract will result in annual expenditures of up to $2,200,000 and will be funded 100% by EHSD CalWORKs funds.
BACKGROUND:
This Contract meets the social needs of county’s population by providing rapid rehousing and homeless prevention services to families who are at risk of, or currently experiencing, homelessness and recipients of EHSD’s CalWORKs program and who are eligible to receive services through the CDSS HousingWORKs! program. Contractor’s services include providing case management support to assist participants with food assistance, substance use treatment, education and training, employment and benefits assistance, health care, mental health counseling, childcare, and credit repair. Contractor’s rapid rehousing services will include providing financial assistance for security deposits, utility deposits/payments, moving costs, hotel/motel vouchers, paid shelter costs, housing application and credit/background check fees, partial, tiered or full rental subsidies. Contractor has been providing housing support services for Contra Costa County since August 2019.
This Contract is entered into under and subject to the following legal authorities: California Government Code § 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Health, Housing and Homeless Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the Contract are upheld. This Contractor has been a longstanding partner in previous projects, fostering a deep understanding of our organization's mission, values, and long-term objectives. The request for proposals (RFP) was posted on September 24, 2025, and closed on October 31, 2025. Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions) was selected through the RFP process on March 27, 2026.
On October 7, 2025, the Board of Supervisors approved Contract #25-083-8 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), in an amount not to exceed $2,185,587, for the provision of rapid rehousing and homeless prevention services for families enrolled in EHSD’s CalWORKs program for the period July 1, 2025 through June 30, 2026.
On May 12, 2026, the Board of Supervisors approved Contract Amendment #25-083-9 with Contra Costa Interfaith Transitional Housing, Inc. (dba Hope Solutions), effective December 1, 2025, to increase the payment limit by $2,097,307 to a new amount not to exceed $4,282,894, to provide additional rapid rehousing and homeless prevention services for families enrolled in EHSD’s CalWORKs program and to purchase and provide 424 gift cards with a total value of $26,115 (207 Walmart gift cards up to $100 per card, 190 Target gift cards up to $25 per card, 26 Safeway gift cards up to $25 per card and one 1 Safeway gift card up to $15) to eligible participants for participating in the rapid rehousing program, with no change in the term.
Approval of Contract #25-083-10 will allow the Contractor to continue to provide rapid rehousing and homeless prevention services and include gift card incentives for families enrolled in EHSD’s CalWORKs program through June 30, 2027. This Contract was delayed due to extended negotiations between the Contractor and Division.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved to families enrolled in EHSD’s CalWORKs program that are homeless or at-risk of experiencing homelessness will not have access to Contractors rapid rehousing and homeless prevention support services.
CHILDREN’S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
