RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Contra Costa Interfaith Transitional Housing Inc., dba Hope Solutions, in an amount not to exceed $543,135 to provide transitional housing and supportive services to eligible emancipated transitional aged former foster youth for the period November 1, 2025, through October 31, 2026.

 

FISCAL IMPACT:

 

100% State funded, of which 67% is budgeted in FY 25-26 and 33% will be budgeted in FY 26-27.

 

BACKGROUND:

 

Contra Costa County (CCC) Employment and Human Services (EHSD), Children and Family Services (CFS) is facing a housing shortage for transitional aged former foster youth that have higher, complex needs requiring additional services and supports than traditional Transitional Housing Plus Programs (THP+) offer. This contract supports increased housing capacity and additional supportive services for former CCC foster youth that have exited the foster care system ages eighteen (18) to twenty-four (24) inclusive in alignment with THP+ requirements as defined by the California Department of Social Services (CDSS).

Contra Costa Interfaith Transitional Housing dba Hope Solutions, Inc. (Hope Solutions) provides transitional housing in CCC and has the capacity to house up to fifteen (15) CCC Transitional Aged Youth (TAY) in apartment-like settings that meet and conform to CDSS THP+ requirements and also possesses the unique capabilities and experience to support the additional needs for the complex transitional aged former foster youth in their journey to independence and help mitigate future housing insecurities.

The Contract with Hope Solutions is being secured as a Single Source vendor, in alignment with County procurement requirements outlined in Administrative Bulletin 600.3, to support the immediate and ongoing THP+ housing and supportive services needs for complex care/high needs TAY. To ensure necessary capacity, EHSD CFS continues to seek and secure other agencies that are willing and eligible to provide qualified housing and additional supportive services in alignment with State requirements for CCC TAY.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

The County will not be able to meet the housing and supportive service needs for youth transitioning from foster care to independent living, thereby creating housing insecurities.

The services provided under this contract support all five of Contra Costa County’s community outcomes:  (1) “Children Ready for and Succeeding in School”; (2) “Children and Youth Healthy and Preparing for Productive Adulthood”; (3) “Families that are Economically Self-Sufficient”; (4) "Families that are Safe, Stable and Nurturing"; and (5)"Communities that are Safe and Provide a High Quality of Life for Children and Families" by providing safe housing and supportive services to assist youth while transitioning from foster care to independent living.
