RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #72-148-1 with Aunt Bertha, A Public Benefit Corporation, a corporation, effective April 1, 2023, to amend Contract #72-148, to increase the payment limit by $150,075, from $100,000 to a new payment limit of $250,075, extend the term through March 31, 2025, and define the term thereafter will automatically renew for one (1) year period(s), for additional hosted patient resource management software, including technical support, and training for Contra Costa Health Services (CCHS) Public Health.

 

FISCAL IMPACT:

Approval of this amendment will result in additional annual expenditures of up to $150,075 and will be funded as budgeted 100% by Whole Person Care Funds (Rate increase).

 

BACKGROUND:

This contract meets the social needs of County’s population by providing a social services search and referral platform accessible from any internet-connected device.

Contra Costa Health Services (CCHS) Public Health Department began contracting with Aunt Bertha, A Public Benefit Corporation, in April 2020 to support a local resource database. Services provided include resource and database management support, and training. Community resources are uploaded into EPIC, CCHS’s Electronic Health Records system, making them available at the point of care to all providers. CCHS spent 12 months reviewing vendors, including NOW POW, Unite US, 211, and Health Leads. Aunt Bertha was selected for its ability to integrate with EPIC and providers resource database management services and was given a sole-source contract for these services.

 

On June 23, 2020 (C.45), the Board of Supervisors approved Contract #72-148 with Aunt Bertha, A Public Benefit Corporation, for the provision of a hosted resource database, including technical support and training services, for the period April 1, 2020, through March 31, 2021.

On June 30, 2021, the Purchasing Manager issued Purchase Order #22802 with Aunt Bertha, A Public Benefit Corporation, for the provision of a hosted resource database, including technical support and training services, for the period April 1, 2021, through March 31, 2022.

 

On July 6, 2022, the Purchasing Manager issued Purchase Order 25463 with Aunt Bertha, A Public Benefit Corporation, for the provision of a hosted resource database, including technical support and training services, for the period April 1, 2022, through March 31, 2023.

 

The untimely processing of this request is due to delays in the documentation. In compliance with Administrative Bulletin AB600.3, the department has moved from issuing purchase orders for these services.

 

Approval of Contract Amendment Agreement #72-148-2 amends the Subscription Order Form, and Customer Terms and Conditions executed on April 1, 2020 (Contract #72-148), with an Initial Subscription Term of April 1, 2020, through March 31, 2021, which has auto-renewed, and allows the contractor to provide additional services for additional hosted patient resource management software, including technical support, and training through March 31, 2025.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If this amendment is not approved, County residents will not receive the benefit afforded by the County having a subscription to the resource database. Disallowing easy access for users to search for social resources, which could negatively affect residents facing social needs regarding healthcare, education, and child welfare.
