RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with L.A. Consulting, Inc., effective May 1, 2024, to increase the payment limit by $100,000 to a new payment limit of $400,000, and extend the term through April 30, 2026, for MaintStar Maintenance Software System - Training Configuration Assistance.

 

FISCAL IMPACT:

100% Local Road and Flood Control District Funds.

 

BACKGROUND:

Contra Costa County Public Works Maintenance Division maintains over 660 miles of roads, 79 miles of creeks and channels, and 29 detention basins and dams throughout Contra Costa County. The Public Works Department uses MaintStar, a Computerized Maintenance Management Software (CMMS), to track, plan, and administer County road and flood control maintenance work; timesheet billing; and horizontal asset management.

On May 1, 2021, the Public Works Department executed a contract with L.A. Consulting, Inc. to provide professional services to upgrade MaintStar and provide technical training with the goal of enhancing the Public Works Department’s utilization of MaintStar. MaintStar Version 15 was implemented in March 2023, and additional services and technical training from L.A. Consulting, Inc. were required as part of the transition to the upgraded system.

On June 13, 2023, the Public Works Department executed Contract Amendment #1 to increase the payment limit on the contract by $100,000 and to extend the contract term through April 30, 2024.

 

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the contract amendment may prevent the Public Works Department from completing routine and emergency road and flood control maintenance work in a timely manner.
