Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #24-312-48 with VistAbility, a non-profit corporation, in an amount not to exceed $506,404, to provide specialized translation, interpretation and culturally aligned case management services for Southeast Asian refugees in West Contra Costa County for the period July 1, 2026 through June 30, 2029.

 

FISCAL IMPACT:

Approval of this Contract will result in contractual service expenditures of up to $506,404 over a 3-year period and will be funded 100% by Mental Health Realignment funds.

 

BACKGROUND:

This Contract meets the social needs of County’s population by providing translation, interpretation and culturally aligned case management services to Southeast Asian refugees in West Contra Costa County. Program services include, but are not limited to, medication translation, referral and appointment information, family case management and education services such as medication compliance, community integration, parenting skills, survival English skills, travel training, sexual assault prevention and computer training. This Contractor has been providing these specialized services since 2020.

 

This Contract is entered into under and subject to the following legal authorities: Welfare and Institution Code, §5600 et seq. (The Bronzan McCorquodale Act); California Code of Regulations (“CCR”), Title 9, § 523 et seq. (Community Mental Health Services) and California Government Code §§ 26227 and 31000. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. Contractor currently cooperates and participates in the Behavioral Health Services Department’s Quality Management Program which consists of quality improvement activities to improve the quality of care, services and member experience. Cooperation includes collection and evaluation of performance measurement data and participation in the organization’s clinical and service measure Quality Improvement Programs. This Contractor was approved by the Public Works Department’s Purchasing Division on May 7, 2026.

 

In September 2025, the Purchasing Services Manager approved and executed Contract #24-312-47 with VistAbility, in an amount not to exceed $162,225, for the provision specialized translation, interpretation and culturally aligned case management services for Southeast Asian refugees in West Contra Costa County, for the period July 1, 2025 through June 30, 2026.

 

Approval of Contract #24-312-48 will allow the Contractor to continue to provide services through June 30, 2029. 

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract is not approved, Southeast Asian Refugees in West Contra Costa County will not have access to Contractor’s specialized services which may increase wait times as County solicits and engages an alternative Contractor.
