RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #23-398-20 with RHD Healthcare Consulting, Inc., a corporation, in an amount not to exceed $350,000 to provide subject matter expertise, consultation, guidance and technical assistance regarding regulatory compliance to Contra Costa Health (CCH) regarding provider enrollment in State and Federal systems and compliance with HIPAA privacy regulations, for the period from October 1, 2025 through September 30, 2026; and DIRECT the Health Services Department to terminate the contract upon transition of responsibility for services to CCH staff, or execution of a contract for comparable services with other Contractor.  

 

FISCAL IMPACT:

This contract will result in annual expenditures of up to $350,000 and will be funded 100% by Hospital Enterprise Fund I revenues.

 

BACKGROUND:

This Contract meets the business needs of the County by providing consultation and technical assistance to the Health Services Department with regard to compliance of Medicare and Medi-Cal rules and regulations including guidelines related to fraud and abuse, and to ensure compliance with HIPAA privacy regulations.  This Contractor has been providing services to the Health Services Department since October 1, 2006.  This type of consultation and technical assistance requires a high-level of specialized expertise, experience, and knowledge; unique skills that remain difficult to find. They are vital in managing quality functions including patient safety, policy and procedure oversight, regulatory oversight, and value-based care oversight. It is critical for CCH to engage a high-quality professional to ensure all state and federal requirements are met, on which our continued ability to provide healthcare to all our patients depends. This contractor was approved by the Public Works Department’s Purchasing Division in September 2025.

 

On August 15, 2023, the Board of Supervisors approved Contract #23-398-18 with RHD Healthcare Consulting, Inc., in an amount not to exceed $352,704 to provide professional consultation and technical assistance to the Health Services Director with regard to compliance of Medicare and Medi-Cal rules and regulations covering reimbursement for patient services, including guidelines related to fraud and abuse, and to ensure compliance with HIPAA privacy regulations, for the period from October 1, 2023 through September 30, 2024.

 

On September 10, 2024, the Board of Supervisors approved Amendment/Extension Agreement #23-398-19 with RHD Healthcare Consulting, Inc. to increase the payment limit by $352,704 to a new payment limit of $705,408 and extend the termination date from September 30, 2024 to September 30, 2025 for additional consultation and technical assistance regarding compliance with medical billing and privacy issues.

 

Approval of Contract #23-398-20 will allow the Contractor to continue to provide services through September 30, 2026. Payment amount will be $250.00 per hour, not to exceed a total of 1400 hours.

 

The Contract may be terminated upon thirty (30) day advance written notice, or immediately by mutual written consent.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County will not be able to maintain compliance of Medicare and Medi-Cal rules and regulations.
