RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute, on behalf of the Employment and Human Services Department for the In-Home Supportive Services Public Authority, a contract Subscription Agreement with Excellesoft Partners LLC, in an amount not to exceed $48,776, for the provision and maintenance of a customized software database tracking system for Provider and Consumer Registry, for the period July 1, 2025 through June 30, 2028.

 

FISCAL IMPACT:

 

50.5% Federal, 40% State, 9.5% County; A third of which is budgeted in FY 2025-2026, a third will be budgeted in FY 2026-2027 and a third will be budgeted in FY 2027-2028.

 

BACKGROUND:

 

On June 27, 2023, the Board of Supervisors passed Item C.89, which authorized a Subscription Agreement with Employment and Human Services Department (EHSD) on behalf of the In-Home Supportive Services Public Authority and Excellesoft, LLC (Excellesoft). This renewal will allow for the continued services of providing maintenance of a customized Nexus Registry software database to enable County In-Home Supportive Services (IHSS) Public Authority (PA) to maintain a user-friendly tracking system for provider and Consumer Registry.

 

Contractor is the developer and solo owner of Nexus Registry, a fully-hosted, web-based IHSS Public Authority Registry system. In-Home Supportive Services Public Authority will notify providers of the availability of the website and access information. The subscription service website is available Monday through Friday, 6:00AM-6:00PM Pacific Time, with the exception of State and Federal holidays. The System Subscription Agreement includes mutual indemnification to hold harmless both parties from any claims arising from the performance under this Agreement.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved by the Board of Supervisors, In-Home Supportive Services Public Authority will not be able to provide services for the consumers of the In-Home Supportive Services Program.
