Report Title: Contract Amendment/Extension #25-108-4 with Bay Area Community Resources, Inc.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Interim Health Services Director, or designee, to execute on behalf of the County Contract Amendment/Extension #25-108-4 with Bay Area Community Resources, Inc., a non-profit corporation, to amend Contract #25-108-2 (as amended by Contract Amendment #25-108-3), effective June 1, 2025, to increase the payment limit by $360,000, from $532,000 to a new payment limit of $892,000 and to extend the termination date from June 30, 2025 to June 30, 2026 for additional rapid rehousing services for individuals and families experiencing homelessness in Contra Costa County.
FISCAL IMPACT:
Approval of this Contract Amendment/Extension will result in additional budgeted expenditures up to $360,000 and is funded 100% by Measure X Housing Funds. (No rate Increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing rapid rehousing services to the homeless population in Contra Costa County. These services include case management which will assist participants with food assistance, substance use treatment, education and training, employment and benefits assistance, health care, mental health counseling, childcare, and credit repair. Rapid rehousing services will include providing financial assistance for security deposits, utility deposits/payments, moving costs, hotel/motel vouchers, paid shelter costs, housing application and credit/background check fees, partial, tiered or full rental subsidies, to individuals and families experiencing homelessness.
This Contract is entered into under and subject to the following legal authorities: California Government Code § 26227 and 31000. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Health, Housing and Homeless Services Division Contract Monitoring staff meet on a regular basis to ensure monitoring of performance measures set forth in the contract are upheld. The request for proposal (RFP) was posted on January 11, 2023 and closed on March 3, 2023. Bay Area Community Resources, Inc. was selected through the RFP process on April 28, 2023.
On October 8, 2024, the Board of Supervisors approved Contract #25-108-2 with Bay Area Community Resources, Inc., in an amount not to exceed $300,000 for the provision of rapid rehousing services to individuals and families experiencing homelessness for the period October 1, 2024 through June 30, 2025.
On January 14, 2025, the Board of Supervisors approved Contract Amendment #25-108-3 with Bay Area Community Resources, Inc., to increase the payment limit by $232,000 to a new payment limit of $532,000 for additional of rapid rehousing services to individuals and families experiencing homelessness with no change in the term.
Approval of Contract Amendment/Extension #25-108-4 will allow Contractor to provide additional rapid rehousing services through June 30, 2026.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract Amendment/Extension is not approved, individuals and families will not receive additional rapid rehousing services further putting individuals and families experiencing homelessness at risk.
CHILDREN’S IMPACT STATEMENT:
This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
