RECOMMENDATIONS:

APPROVE and AUTHORIZE the Director of Human Resources, or designee, to execute a contract amendment with GovernmentJobs.com, Inc., (dba NeoGov), to increase the contract payment limit by $600,000 to $1,555,000 for a vendor-hosted internet-based applicant tracking software system, and to extend the term through June 30, 2030.

 

FISCAL IMPACT:

The cost for the term of the amendment is within the Human Resources Department FY 25-26 budget and will be budgeted in subsequent years. 100% General Fund.

 

BACKGROUND:

The County has been contracting with GovernmentJobs.com, Inc. since 2018 to provide the County’s applicant tracking system. The contract amendment, via provider Order Form, being executed is governed by the terms of the Online Service Agreement, dated July 1, 2018, between GovernmentJobs.com and the County, as amended including automatic annual renewals. The availability of status reports, automatic reminders, and overdue notices will help ensure hiring documents and steps are completed and processed in a timely fashion. The applicant tracking system will be hosted on the internet by the vendor. The agreement obligates the vendor to indemnify the County for third-party losses arising out of the vendor’s negligence or willful misconduct in performing the agreement, provided that the vendor’s indemnity obligation is capped at their insurance limits under the agreement - $1,000,000 for general liability and $4,000,000 for cyber insurance. The contract is being procured with sole source justification.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the amendment is not approved, the County will not be able to access the vendor’s applicant tracking software system, which would significantly hinder the County’s ability to continue modernizing recruitment and onboarding processes and move toward a paperless system.
