RECOMMENDATIONS:

 

Acting as the governing body of Contra Costa County:

 

APPROVE and AUTHORIZE the payment of $1,181,500 to the Contra Costa County Flood Control and Water Conservation District ("District") for the purchase of 2.78 acres of District property located in Antioch between Laurel Road, Neroly Road, Live Oak Avenue and State Route 4 and having Assessor’s Parcel Number 053-060-028 (the "Property") in accordance with the Option Agreement, dated and approved by the Board of Supervisors on October 21, 2025.

 

AUTHORIZE the Auditor-Controller to issue a check payable to WFG National Title Insurance Company, 21060 Redwood Road, Suite 110, Castro Valley, CA 94546, for credit to Escrow Number 26-169165, Attn: Sean Hamilton, Escrow Officer, for estimated costs of $6,525 related to close of escrow and title insurance.

 

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute an agreement with the District dedicating an easement of up to 2.07 acres and in an amount not to exceed $425,000 for access to the Property, subject to the approval of the County Administrator and approval as to form by County Counsel.

 

Acting as the governing body of Contra Costa County Flood Control and Water Conservation District:

 

APPROVE and AUTHORIZE the Chief Engineer, or designee, to execute an agreement with the County dedicating an easement of up to 2.07 acres and in an amount not to exceed $425,000 for access to the Property, subject to the approval of the County Administrator and approval as to form by County Counsel.

 

FISCAL IMPACT:

The purchase price and title insurance costs will be paid using funds from the Mental Health Services Act. The County will pay the District $425,000 per acre for the Subject Property for a total of $1,181,500.

 

BACKGROUND:

On October 21, 2025, Acting as the governing body of the County and the District,  the board approved an Option Agreement between the District and County that permits the County to purchase up to five acres of District-owned property for up to $425,000 per acre, for use in the Health Department’s Behavioral Health Continuum Infrastructure Program (BHCIP).

 

The County has determined the need for 2.78 acres to construct two mental health facilities, a 16-bed mental health rehabilitation center, and a 16-bed adult residential treatment facility, as part of a project being considered by the State Department of Health Care Services and the BHCIP. On November 12, 2024, the governing Board for the County approved the County’s application for up to $100,000,000 of funds from the BHCIP program for the construction of these facilities. If constructed, this project will be known as the Delta Recovery Center.

 

CONSEQUENCE OF NEGATIVE ACTION:

If the purchase price is not approved, the County will need to gain site control of the subject property through another means.
