I. PROJECT SUMMARY
A request for approval of a Development Plan to construct an 80-unit multi-family senior rental project with ground level office space for the Veteran’s Accession House, and a Tree Permit to allow the removal of 4 trees. This is a Density Bonus project because 24 units will be restricted to be rented to very low income (30% Area Median Income) and 55 units to very low income (50% Area Median Income). Pursuant to California Density Bonus Law, Gov. Code Section 65915(b)(1)(B) the project may request waivers and 3 concessions to development standards, so there are requests for waivers to allow a 4-foot front yard setback (where 10-feet is the minimum) and a 10-foot rear yard (where 15-feet is the minimum), and concessions to allow for 18 parking spaces (where 141 spaces is the minimum) and to not be required to pay the park impact and dedication fees. The project also includes approximately 1,910 cubic yards of grading (1,750 cubic yards of cut and 160 cubic yards of fill).
II. RECOMMENDATION
Staff was unable to complete the staff report for this item prior to the publication of the agenda for the November 2, 2026, Zoning Administrator hearing. However, the notification requirements per the California Brown Act have already been met, and therefore, staff is requesting the Zoning Administrator continue this item as an open public hearing to allow staff the opportunity to complete the staff report that will include the necessary findings and conditions of approval to recommend approval of this project.
