To: Board of Supervisors
From: David O. Livingston, Sheriff-Coroner
Report Title: Granicus, LLC
☒Recommendation of the County Administrator ☐ Recommendation of Board Committee

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with Granicus, LLC in an amount not to exceed 202,000 for the hosting and maintenance costs of the Sheriff’s Office’s website for the period of January 1, 2026 to December 31, 2028.
FISCAL IMPACT:
Approval of this request will result in up to $202,000 in contractual service expenditures over a 3-year period and will be funded 100% by the General Fund.
BACKGROUND:
Granicus is a leading government technology provider offering website hosting on the Google Cloud Platform, along with content management and digital engagement tools designed specifically for public-sector agencies. Their platform supports thousands of government websites and prioritizes security, accessibility, scalability, and dependable operational support.
The Office of the Sheriff transitioned from the CivicPlus platform to Granicus in 2016 and has since used the GovAccess platform to host and maintain the Sheriff’s website: cocosheriff.org. The VisionLive Content Management System (CMS) designs, manages, and organizes all content on the Sheriff’s Office website. In addition to hosting, Granicus provides ongoing technical support to ensure the site remains secure, functional, and up to date.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not approve, the Office of the Sheriff will lose the hosting and technical support required to keep its primary website operational. Without continued service, the website will go offline, significantly limiting the community’s access to essential resources and information.
