RECOMMENDATIONS:

 

APPROVE and AUTHORIZE the Conservation and Development Director or designee, to execute, on behalf of the County, a cooperative agreement (“agreement”) with the Contra Costa Transportation Authority (“CCTA”) to receive $60,000  in Measure J 28b funds to be used for eligible County transportation projects in West County before July 1, 2027, as recommended by the Conservation and Development Director.

 

FISCAL IMPACT:

 

100% Measure J Program 28b Funds. No impact to the General Fund. 

 

BACKGROUND:

 

July 2025, the West Contra Costa Transportation Commission (“WCCTC”), the west county subregional transportation planning committee of which the County is a member along with other West County cities and transit agencies, approved a resolution allocating $710,000 in Measure J 28b funds to member agencies for the implementation of small-scale transportation projects (e.g., pedestrian crossings, sidewalk inventories, traffic calming, bike lanes, daylighting (red curb and signage), bus stop upgrades, “quick-build” safety improvements, pedestrian amenities, and curb ramp replacements). WCCTC authorized this funding to be allocated as follows:

 

                     $60,000 to each of the eight WCCTC member agencies, proportional to their dues contributions

                     $180,000 to the City of Richmond, based on its larger dues contribution

                     $15,000 to WCCTC for the installation of bike racks at El Cerrito Plaza

                     $10,000 to WCCTC for the installation of bike racks at Harbour-8 Park

                     $25,000 to WCCTC for additional bike rack installations across West County, to be implemented on request by member agencies

 

Measure J Program 28b is a flexible funding category within the Measure J Expenditure Plan (administered by CCTA). While primarily used to support planning and capital grant matches, in West County these funds have been applied to local transportation-related needs, such as senior travel training, bus stop maintenance, and street and road enhancements. CCTA requires fund recipients to enter into a cooperative agreement before receiving the funds. County Conservation and Development and Public Works staff will coordinate to identify a use for the funds. Funds must be spent on projects in West County.

 

The agreement includes mutual indemnity requiring each of CCTA and the County to indemnify and defend the other agency from liabilities that arise from the indemnifying agency’s activities under the cooperative agreement.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

The County will not be able to receive its share of the WCCTC Measure J Program 28b funds.
