BACKGROUND:

The Employment and Human Services Department (EHSD) selected VistAbility dba Lynn Center through the competitive bid procurement process under Request for Proposal 1233.

EHSD provides countywide mental health services for California Work Opportunity and Responsibility to Kids (CalWORKs) Welfare-to-Work (WTW) participants through the Substance Abuse and Mental Health to CalWORKs Participant Program. These services are an integral part of the CalWORKs WTW Program. These services are designed to provide barrier removal tools with the goal of stabilizing participants so that they may meaningfully participate in the WTW program with the final goal of obtaining employment and becoming self-sufficient.

CONSEQUENCE OF NEGATIVE ACTION:

County will not be able to provide necessary barrier removal tools to CalWORKs WTW participants experiencing mental health issues, thereby adversely impacting the self-sufficiency of our community.

CHILDREN'S IMPACT STATEMENT:

This Contract supports two of Contra Costa County’s community outcomes of the Children’s Report Card: (4) “Families that are Safe, Stable, and Nurturing”; and (5) “Communities that are Safe and Provide a High Quality of Life for Children and Families”.
