RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #72-239 with 18 Reasons, a non-profit corporation, in an amount not to exceed $300,000, for the provision of Perinatal Equity Initiative (PEI) nutrition support services including home delivered meals for new mothers from birth to twelve weeks postpartum who are enrolled in the Black Infant Health (BIH) Program in West County for the period October 1, 2024 through September 30, 2026.
FISCAL IMPACT:
Approval of this Contract will result in contractual expenditures of up to $300,000 over a two-year period and will be funded 100% by the Perinatal Equity Initiative Fund.
BACKGROUND:
County Public Health Division’s Family, Maternal and Child Health (FMCH) Program supports the California Perinatal Equity Initiative (PEI) signed into legislation in 2018 to address the high prevalence of premature birth, low birth weight, and high infant mortality rates in Black communities. FMCH Program surveyed communities and identified food insecurity in West County as an area of focus to improve outcomes in the community. On April 12, 2024, FMCH emailed a Request for Proposal (RFP) for Perinatal Equity Initiative (PEI) Nutrition Services Support to community-based organizations (CBOs) to close the gap of food insecurity and improve mortality outcomes for black infants with home delivered meal services, including nutrition assessments and ethnic based menus. Following a formal RFP process, Contra Costa Public Health awarded a Contract to 18 Reasons for FMCH Perinatal Equity Initiative (PEI) Nutrition support services for the period October 1, 2024 through September 30, 2026.
Under new Contract #72-239 Contractor will provide PEI nutrition support services for home delivered meals for new mothers from birth to twelve weeks postpartum who are enrolled in the BIH Program for the period October 1, 2024 through September 30, 2026. This Contract was delayed due to extended negotiations with Division and Contractor.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract is not approved, PEI services to new mothers who are in the BIH Program including food delivery services will not be provided.
