RECOMMENDATIONS:
ADOPT Resolution ratifying the prior decision of the Public Works Director, or designee, to fully close a portion of Newport Drive, between Worthing Way and Slifer Drive for 24 hours, and between Slifer Drive and Newport Lane from 9:00 a.m. through 3:00 p.m., on March 27, 2025, through May 6, 2025, for the purpose of installing a new sewer main, Discovery Bay. (District III)
FISCAL IMPACT:
No fiscal impact.
BACKGROUND:
Century Communities is installing a sewer main under a portion of Newport Drive for the Newport Pointe subdivision SD09-09278. They encountered substantial ground water in the trench which has led to the degradation of the trench walls. The road closure needed to be expanded to safely continue work as there was insufficient road width to safely accommodate through traffic near the work zone.
The closure between Worthing Way and Slifer Drive was for 24 hours a day as dewatering wells were installed in the road. Full closure is extended from Slifer Drive to Newport Lane from 9:00 a.m. through 3:00 p.m. Outside of working hours, a single travel lane was provided through this segment with two-way traffic controlled by a temporary traffic signal device.
The applicant shall follow guidelines set forth by the Public Works Department.
CONSEQUENCE OF NEGATIVE ACTION:
The applicant will not have permission to close the road to complete the sewer main installation.

IN THE MATTER OF: Ratifying the prior decision of the Public Works Director, or designee, to fully close a portion of Newport Drive, between Worthing Way and Slifer Drive, for 24 hours, and between Slifer Drive and Newport Lane from 9:00 a.m. through 3:00 p.m., on March 27, 2025, through May 6, 2025, for the purpose of installing a new sewer main, Discovery Bay. NOW, THEREFORE, BE IT RESOLVED that permission is granted to Century Communities to fully close a portion of Newport Drive, between Worthing Way and Slifer Drive for 24 hours, and between Slifer Drive and Newport Lane from 9:00 a.m. through 3:00 p.m., on March 27, 2025, through May 6, 2025, except for emergency traffic, local residents, US Postal Service and garbage trucks, subject to the following conditions:
1. Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the construction area and essential services will be allowed access as required.
2. All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.
3. Century Communities shall comply with the requirements of the Ordinance Code of Contra Costa County.
4. Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.
5. Obtain approval for the closure from the California Highway Patrol, Sheriff’s Office, and the Contra Costa Fire Protection District.
