Report Title: License Agreement with City of Martinez for parking at the Martinez Marina

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a license agreement with City of Martinez (City), to allow the County to use a portion of the City-owned parking lot located at 111-115 Tarantino Drive in Waterfront Park, for use by Health Services Department employees, for a two-year term beginning the later to occur of (i) December 15, 2025, and (ii) the first business day that follows the County’s receipt of a notice from the City that improvements to the parking lot being made by the City are complete, with three one-year options to renew, with the County paying an annual fee equal to $12,000 and reimbursing the City up to $45,000 for the cost of the improvements being made by, as requested by the Health Services Department.
AUTHORIZE the Public Works Director, or designee, to exercise each of the three options to extend the term of the license agreement.

BACKGROUND:
To alleviate some of the parking pressures at the Contra Costa Regional Medical Center (CCRMC) at 2500 Alhambra Avenue, the City of Martinez has agreed to allow the County to use a portion of the City-owned parking lot in Waterfront Park for use by County employees who work at CCRMC. The County will provide a shuttle service between the parking lot and CCRMC for employee use to use during the day during the week. Initially, the County will have non-exclusive use of approximately 76 spaces in the parking lot. If the County determines that it requires additional parking spaces for use by employees who work at CCRMC, the County can notify the City and the number of spaces available to the County will increase to 114, with no additional cost to the County.
In exchange for the County’s use of the City’s parking lot, the County will pay the City an annual license fee of $12,000. In addition, the County will reimburse the City up to $45,000 (Upfront Fee) for causing a new coat of slurry to be applied to the parking lot and for the parking lot to be restriped. If the City terminates the license agreement before the end of the initial two-year term of the license, the City will repay the County a prorata portion of the Upfront Fee.
CONSEQUENCE OF NEGATIVE ACTION:
If the license is not approved, the County will continue to have insufficient parking available for employees who work at the CCRMC.
