Report Title: Contract Amendment #23-593-7 with QlikTech Inc.

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County (i) an Order Form, and (ii) County Contract Amendment #23-593-7 with QlikTech Inc., a corporation, to amend Contract #23-593-6, to increase the payment limit by $525,000 from $223,991, to a new payment limit of $748,991, extend the termination date through July 5, 2029, and clarify that the term includes successive (1) one year renewals until terminated, for healthcare quality management software and services for the Contra Costa Health (CCH) Information Systems Unit.
FISCAL IMPACT:
Approval of this Contract Amendment will result in additional expenditures of up to $525,000 over a 3-year period and will be funded as budgeted by the department in FY’s 2026-29, by 100% by Hospital Enterprise Fund I.
BACKGROUND:
This Contract Amendment meets the needs of the County by providing data analysis to the Health Services Information Systems Unit for discovery into insights regarding operational data to deliver a higher value of care to patients and reduce overall costs. CCH’s Information Technology unit began contracting with QlikTech Inc., in June 2016 for software services related to patient initiatives. In 2021, the software model was converted from a perpetual software license to a software subscription service model.
Under this action, the software subscription service model will transition from on-premise, to Qlik’s Cloud Analytics, an AI-driven platform designed to enable organizations to make data-driven decisions efficiently, it provides advanced analytics capabilities, including interactive dashboards, predictive insights, and natural language interaction. This platform supports a wide range of use cases, from self-service analytics to embedded and mobile analytics.
This Contractor was approved by the Public Works Department’s Purchasing Division on April 8, 2026.
On March 1, 2022, the Board of Supervisors approved contract #23-593-6 with QlikTech Inc. in an amount not to exceed $233,991 to provide software subscriptions and services for the period March 1, 2022 through June 30, 2024.
Under this Contract, Qlik’s liability is limited to the amount of fees paid or payable by County under the Contract and attributable to the specific products or services giving rise to such damages or one thousand U.S. dollars ($1,000), except for death, bodily injury, or fraud by Qlik, which is not capped, and any claims that an unauthorized party accessed protected health information in the Qlik-hosted system. The Contract requires Qlik to maintain $10,000,000 in cyber-liability insurance.
Approval of this Order Form and County Contract Amendment #23-593-7 allows the parties to execute a Health Insurance Portability and Accountability Act (HIPAA) of 1996 Business Associate Addendum, transition the Software as a Service subscription from on-premise to hosted, Qlik to provide additional software subscriptions and services, concerning clinical, financial, and operational data analytics, through July 5, 2029, and clarify that the term of the Contract renews for successive one (1) year periods until terminated by the terms of the Contract.

If this Contract Amendment is not approved, the contractor will not provide review and optimization services which lead to improvements in care, reduced cost, and higher value to patients
