RECOMMENDATIONS:
ADOPT Position Adjustment Resolution No. 26609 to reclassify seven (7) Community Health Worker II (VKVB) (represented), and the incumbents, in position numbers 16980, 16985, 16987, 16969, 16973, 16984, and 16982, at salary plan and grade TC5 1043 ($5,192.59 - $6,311.62) to Community Health Worker Specialist (VKTA) (represented) at salary plan and grade TC5 1103 ($5,510.42 - $6,697.95) in the Health Services Department.
FISCAL IMPACT:
This action will result in an annual cost increase of $52,116.68 with $7,613.71 in pension costs inclusive (100% State).
BACKGROUND:
Approval of reclassifying seven (7) Community Health Worker II staff to Community Health Worker Specialist is needed to complete the full Enhanced Care Management (ECM) model within Public Health and ensure the program operates effectively and cost-efficiently in alignment with CalAIM. The ECM program is designed to address the social drivers of health by providing outreach, engagement, care coordination, and navigation services that connect individuals to their primary care providers and community-based resources.
A fully staffed CHW team is essential to build trust, strengthen continuity of care, and help members successfully navigate the health and social service systems. Reclassifying these employees will create the internal staff capacity needed to deliver consistent, field-based support, improve coordination with primary care, enhance reimbursement capture, and support the long-term operational and fiscal sustainability of the County’s ECM program.
CONSEQUENCE OF NEGATIVE ACTION:
If these reclassifications are disapproved, the department will lack the staffing model to adequately support program goals.
