RECOMMENDATIONS:

 

ADOPT Resolution No. 2024/X to grant an exemption to Contra Costa County Salary Regulations Section 4.1; and AUTHORIZE an advanced step placement in the classification of Deputy Fire Marshal (RJGA), position number 20065, from step one to step two of salary range BF5 2149 ($15,052.71 - $18,296.66), effective at date of promotion, April 10, 2024.

 

FISCAL IMPACT:

 

Approximately $20,000 in increased salary and benefit costs, of which $6,500 is attributable to employer pension costs.

 

BACKGROUND:

 

On March 11, 2024 the District concluded a competitive examination and assessment process to fill one vacancy in the classification of Deputy Fire Marshal (RJGA) within the Fire Prevention Bureau.  A promotional offer was extended and the District made the recommendation to the County Administrator’s Office to approve and recommend to the Fire Board of Directors' approval to grant an exemption to the County's Salary Regulations to allow the appointee to be placed at step two of the classification's salary range. 

 

CONSEQUENCE OF NEGATIVE ACTION:

 

If the recommended action is not approved, the Department will not be able to appropriately compensate the appointee.

IN THE MATTER OF Authorizing an Advanced Salary Step appointment in the Classification of Deputy Fire Marshal (RJGA),

 

WHEREAS, Section 4.1 (Salary-On Promotion) of the Contra Costa County Salary Regulations states, "Any employee who is appointed to a position of a class allocated to a higher salary range than the class he previously occupied, shall receive the salary in the new salary range, which is next higher than the rate he was receiving before promotion. In the event this increase is less than five (5) percent, the employee’s salary shall be adjusted to the step in the new range which is five (5) percent greater than the next higher step, if the new range permits such adjustment"; and

 

WHEREAS, the appointee to the Deputy Fire Marshal (RJGA) position #20065 will be promoted into the position on April 10, 2024 and placed at step one according to the salary regulations rule on promotion; and

 

WHEREAS, the Contra Costa County Fire Protection District has requested the appointee be placed at step two of the Deputy Fire Marshal (RJGA) salary range; and

 

WHEREAS, the County Administrator's Office approves of this specific request to grant an exemption to the Salary-On Promotion regulation for the appointment of the Deputy Fire Marshal (RJGA) position.

 

NOW, THEREFORE, BE IT RESOLVED that the Board of Directors does hereby grant an exemption to Section 4.1 (Salary-On Promotion) of the Salary Regulations, so that the appointee of position #20065 shall be appointed at step two of the salary range for the Deputy Fire Marshal (RJGA) classification, effective April 10, 2024.
