Report Title: Rescind Prior Board Action Pertaining to Contracted Services with Ava Gonzales, LMFT (dba Gonzales Family Counseling)

RECOMMENDATIONS:
RESCIND Board action of January 20, 2026 (C.34), which pertained to a Contract Amendment with Ava Gonzales, LMFT (dba Gonzales Family Counseling); and APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of County Contract Amendment #74-475-148(6) with Eva Gonzales, LMFT (dba Gonzales Family Counseling), a general partnership, effective January 1, 2026, to amend Contract #74-475-148(4), to increase the payment limit by $90,000, from $120,000 to a new payment limit of $210,000 for additional Medi-Cal specialty mental health services to members in Central Contra Costa County, with no change in the term ending June 30, 2026.
FISCAL IMPACT:
Approval of this action does not impact the additional expenditures of up to $90,000 funded by 30% Federal Medi-Cal, 30% State Mental Health Realignment funds, and 40% Contra Costa Health Plan fund II. (No rate increase)
BACKGROUND:
This Contract meets the social needs of County’s population by providing Medi-Cal specialty mental health services for members aged four (4) and over in Central Contra Costa County. Services include but are not limited to treatment of depression, anxiety, post traumatic stress disorder/trauma, attention deficit hyperactivity disorder, family therapy, and patients involved in the juvenile justice system. This Contractor has been providing these services as part of the Department’s Behavioral Health Services Network since June 2021.
This Contract is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Welfare and Institutions Code § 5775 et seq.; Welfare and Institutions Code §§ 14680-14685; and California Code of Regulations (CCR), Title 9 § 1810.100 et seq. This Contract was approved by Health Services Personnel to ensure there is no conflict with labor relations. The Behavioral Health’s Quality Management, Utilization Management and Contract Monitor staff meet on a regular basis to ensure monitoring and performance measures in the Contract are upheld. Per Administrative Bulletin 600.3, the Department has posted a continuous Request for Qualifications and maintains a current qualified list of vendors at all times.
In June 2024, the Purchasing Services Manager executed Contract #74-475-148(4) with Eva Gonzales, LMFT (dba Gonzales Family Counseling), in an amount not to exceed $120,000 for the provision of Medi-Cal specialty mental health services, for the period July 1, 2024 through June 30, 2026.
On January 20, 2026 (C.34) the Board of Supervisors approved Contract Amendment #74-475-148(6) with Ava Gonzales, LMFT (dba Gonzales Family Counseling), to increase the payment limit by $90,000, from $120,000 to a new payment limit of $210,000 for additional Medi-Cal specialty mental health services to members in Central Contra Costa County, with no change in term ending June 30, 2026, however the Contractor’s name was incorrect.
This Board Order will rescind the prior Board action and allow the Department to correct the name of the Contractor to read Eva Gonzales, LMFT (dba Gonzales Family Counseling).
CONSEQUENCE OF NEGATIVE ACTION:
If this recommendation is not approved, the prior incorrect Board action will stand and the department will not have Board authorization with the correct Contractor’s name.
