Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #27-864-15 with Datastat, Inc., a corporation, effective April 1, 2026, to amend Contract #27-864-13, to increase the payment limit by $200,000, from $405,000 to a new payment limit of $605,000, and include the Dual Eligible Special Needs Plan (D-SNP) obligations and requirements and add survey types for additional Consumer Assessment of Healthcare Provider and Systems (CAHPS) surveys to Contra Costa Health Plan (CCHP) members and County recipients, with no change in the term ending November 30, 2027.

 

FISCAL IMPACT:

Approval of this Contract Amendment will result in additional contractual service expenditures of up to $200,000 as budgeted by the department and funded 100% by CCHP Enterprise Fund II revenues.  (Additional Rates)

 

BACKGROUND:

Datastat, Inc. is a National Committee for Quality Assurance (NCQA) certified survey research group who will conduct the CAHPS adult Medi-Cal survey project. The survey will be part of the NCQA Healthcare Effectiveness Data Information Set (HEDIS) accreditation program for CCHP. HEDIS reporting is a requirement of health plans per NCQA and the Centers for Medicare and Medicaid (CMS) for use in health plan accreditation, Star Ratings, and regulatory compliance. CCHP has contracted with Datastat, Inc. since January 1, 2012.

 

This Contract Amendment is entered into under and subject to the following legal authorities: California Government Code §§ 26227 and 31000; Health and Safety Code § 1451. Health Services Personnel approved this Contract to ensure no conflicts with labor relations. Contractor currently cooperates with and participates in CCHP’s Quality Management Program which consists of quality improvement activities to improve the quality of care, services, and member experience. Cooperation includes the collection and evaluation of performance measurement data and participation in the organization’s clinical and service measure Quality Improvement Programs.  

 

The nature of the CAHPS survey services needed is complex and requires seamless coordination, integration and collaboration with existing programs and systems. This Contract Amendment will maintain comprehensive area coverage for the entire CCHP membership and meet the Knox-Keene Act time and distance mandate required by the State of California Department of Managed Health Care (DMHC) services. This Contract Amendment will add additional survey types and provide additional CAHPS survey services to CCHP members and County recipients. This Contractor was approved by the Public Works Department’s Purchasing Division on October 15, 2024.

 

On April 1, 2025 the Board of Supervisors approved Contract #27-864-13 with Datastat, Inc. in an amount not to exceed $405,000, for the provision of CAHPS survey services for CCHP members and County recipients for the period December 1, 2024 through November 30, 2027.

 

Approval of Contract Amendment #27-864-15 will allow the Contractor to provide additional D-SNP and CAHPS survey services to CCHP members and County recipients through November 30, 2027. This Contract was delayed due to extended negotiations of contract rates by Division.

 

CONSEQUENCE OF NEGATIVE ACTION:

If this Contract Amendment is not approved, CCHP will not be in compliance with Center for Medicare and Medicaid Services (CMS) Network adequacy regulatory requirements, the survey data will not be available and CCHP will not obtain HEDIS accreditation which is required per NCQA and CMS for use in health plan accreditation, Star Ratings, and regulatory compliance.
