RECOMMENDATIONS:
ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close all of Rugby Avenue, on September 7, 2025, from 12:00 p.m. through 8:00 p.m., for the purpose of a National Night Out neighborhood block party, Kensington area. (District I)

BACKGROUND:
The focus of National Night Out is to bring neighbors and communities together often in block parties that require road closure permits. The Rugby Ave Neighborhood Association will follow guidelines set forth by the Public Works Department.

IN THE MATTER OF: Approving and Authorizing the Public Works Director, or designee, to fully close all of Rugby Avenue, on September 7, 2025, from 12:00 p.m. through 8:00 p.m., for the purpose of a National Night Out neighborhood block party, Kensington area. (District I)

NOW, THEREFORE, BE IT RESOLVED that permission is granted to Rugby Ave Neighborhood Association to fully close Rugby Avenue, except for emergency traffic, local residents, US Postal Service and garbage trucks, on September 7, 2025, from 12:00 p.m. through 8:00 p.m., subject to the following conditions:
1. Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles, residents within the event area and essential services will be allowed access as required.
2. All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.
3. Rugby Ave Neighborhood Association shall comply with the requirements of the Ordinance Code of Contra Costa County.
4. Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.
5. Obtain approval for the closure from the Kensington Police Protection and Community Services District, and the Kensington Fire Protection District.
