To:                                          Board of Supervisors

From:                                          Monica Nino, County Administrator

Report Title:                      Adding a Board of Supervisors special event to the annual BOS calendar for June Pride Event.

Recommendation: Recommendation of the County Administrator

RECOMMENDATIONS:

1.                     APPROVE the addition of a Board of Supervisors special event for the June Pride Event to the annual Board of Supervisors calendar, to be scheduled each June as part of the County’s commemorative events program, as recommended by the County Administrator.

2.                     AUTHORIZE the Auditor-Controller to pay up to $6,500 for this event for eligible expenses incurred by the staff committees convened by the County Administrator to organize this annual event.

3.                     DIRECT the County Administrator to update the Administrative Bulletin operationalizing this Board policy and direct the Clerk of the Board to include the June Pride Event on the proposed Board of Supervisors schedule for each upcoming calendar year, subject to annual Board approval and in accordance with Administrative Bulletin 101.8 and Administrative Bulletin 106.3.

FISCAL IMPACT:

Pursuant to Administrative Bulletin 106.3, the cost of a Board-hosted special event is not to exceed $6,500 per event. Accordingly, the June Pride Event will result in an annual cost to the County not exceeding $6,500.

BACKGROUND:

Each June, the County observes National Pride Month through commemorative activities and public acknowledgments recognizing the contributions and experiences of the LGBTQIA+ community. In recent years, the Board of Supervisors has marked Pride Month through formal proclamations, presentations, and the raising of the Progress Pride Flag at the County Administration Building, reflecting the County’s commitment to inclusivity and visibility for LGBTQIA+ residents, employees, and partners.

While the Board has consistently recognized Pride Month through resolutions and ceremonial activities, the County’s commemorative events program, governed by Administrative Bulletin 106.3, currently includes a defined set of recurring Board-hosted events, such as the Dr. Martin Luther King Jr. Commemorative Celebration and International Women’s Day.

Adding a Board of Supervisors special event for the June Pride Event would align the County’s Pride Month observance with the established framework for recurring, Board-hosted commemorative events and provide a consistent structure for planning, resource allocation, and community engagement.

Following approval, the County Administrator, or designee, shall designate a department head annually to convene a workgroup to plan and execute the June Pride Event, consistent with established procedures for Board-hosted commemorative events.

Formalizing the June Pride Event as a recurring Board-hosted commemorative event will provide a consistent framework for annual planning, fiscal controls, and compliance with County policy.

CONSEQUENCE OF NEGATIVE ACTION:

If the Board does not approve the addition of the June Pride Event to the annual Board of Supervisors calendar, the County’s Pride Month observance will continue without the formal structure and recurring planning framework provided to other Board-hosted commemorative events. This may limit opportunities for coordinated annual planning, resource allocation, and engagement with community partners and stakeholders.
