Report Title:                     Lease with Seecon Commercial, LLC for office space at 4071 Port Chicago Highway, Suite 200, Concord for EHSD - Workforce Development Board

Recommendation of the County Administrator Recommendation of Board Committee

 

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a lease with Seecon Commercial, LLC for a term of 4 years and 1 month beginning on January 1, 2024, for approximately 6,013 square feet of office space for the EHSD - Workforce Development Board located at 4071 Port Chicago Highway, Suite 200, Concord, at an initial annual rent of $151,524.00 with annual increases, and exercise any options to extend the lease term.  

 

FISCAL IMPACT:

The lease will obligate the County to pay rent in the amount of $151,524.00 for the first year with annual increase thereafter:  100% Workforce Innovation and Opportunity Act funding (Org 5619 using Workforce Development Board cost allocation).

 

BACKGROUND:

EHSD - Workforce Development Board has occupied space in this building since 2004, and the space requirements since then have grown.  The current space at 4071 Port Chicago Highway, Suite 250 does not have sufficient room to house all of the required partners and our current partners have been forced to use conference rooms as offices due to lack of space.  The Workforce Innovation and Opportunity Act (WIOA) requires the establishment of the America’s Job Center of California (AJCC).  The AJCC has mandated that its partners participate in the AJCC to provide services, programs and activities to job seekers.  The required partners include WIOA Title I Adult, WIOA Title II Adult Education and Literacy, WIOA Title III Wagner-Peyser, WIOA Title IV Vocational Rehabilitation, Job Corps, Youth Build and many others. 

In order to meet the WIOA requirements and the Workforce Development Board’s staffing needs, this space expansion is necessary.    

 

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the lease may result in having to find new space for EHSD - Workforce Development Board, which may result in higher costs to the County due to increased rent, together with the associated expenses of moving and constructing new tenant improvements.
