Report Title:                     ADOPT a resolution approving the submission of a claim to the Metropolitan Transportation Commission (MTC) to seek Fiscal Year 2026/2027 Transportation Development Act (TDA) funding

Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

ADOPT a resolution approving the submission of a claim to the Metropolitan Transportation Commission (MTC) to seek Fiscal Year 2026/2027 Transportation Development Act (TDA) funding in the amount of $1,597,900 for bicycle and pedestrian projects sponsored by the County and the Cities of Antioch, Brentwood, Concord, Danville, Martinez, Oakley, Orinda, Pinole, Pittsburg, Pleasant Hill, San Ramon, Walnut Creek, and DIRECT the Public Works Director, or designee, to forward the claim to the MTC for final approval and final allocation of funding effective July 1, 2026, Countywide.

FISCAL IMPACT:

100% Transportation Development Act, Article 3 Funds.

BACKGROUND:

Article 3 of the TDA, Public Utilities Code (PUC) Section 99200 et seq., authorizes submission of claims to a regional transportation planning agency for the funding of projects exclusively for the benefit and/or use of pedestrians and bicyclists. The MTC, as the regional transportation planning agency for the San Francisco Bay region, has adopted MTC Resolution No. 4108, which delineates procedures and criteria for submission of requests for the allocation of TDA Article 3 funds. Each claimant whose project or projects have been prioritized for inclusion in the Fiscal Year 2026/2027, TDA Article 3 Countywide coordinated claim is required to submit a resolution from its governing body to MTC requesting an allocation of TDA Article 3 funds.

On February 12, 2026, two members of the City-County Engineering Advisory Committee (CCEAC) and two members of the Countywide Bicycle Advisory Committee (CBAC) performed a virtual review of the project applications. At that time, the allocation from the MTC was estimated at $1,597,900. The funding recommendations for those projects were approved by the CCEAC at their April 16, 2026, meeting and subsequently approved by the Contra Costa Mayors’ Conference at their May 7, 2026, meeting.

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the recommendation and forward the list will eliminate a potential funding source.
