Report Title: Purchase Order Renewal with Euna Solutions, Inc. for eCivis

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Employment and Human Services Director a purchase order and related agreement with Euna Solutions, Inc., subject to their terms and conditions in an amount not to exceed $38,145 for the purchase of grant management software, for the period July 1, 2026, through June 30, 2029.
FISCAL IMPACT:
54% Federal, 38% State, 8% County General Fund, all of which will be budgeted in FY26/27.
BACKGROUND:
The Employment and Human Services Department (EHSD) Alliance to End Abuse has used this service since 2018. The eCivis subscription with EUNA Solutions, Inc. will provide an online, comprehensive, searchable database of federal, state and foundation grant funding.
This purchase order has an End User License Agreement that includes an indemnification and limitation-of-liability of Euna Solutions, Inc. eCivis, Inc. has undergone a corporate rebranding and now operates under the name Euna Solutions, Inc. This vendor was selected per procurement requirements outlined in Administrative Bulletin 600.3.
CHILDREN'S IMPACT STATEMENT:
This agreement/contract supports all five of the community outcomes established in the Children's Report Card: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood";(3)"Families that are Economically Self-Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families,” by supporting staff working directly with families and children.
CONSEQUENCE OF NEGATIVE ACTION:
EHSD will not be able to effectively search for and apply to foundation, state, and federal funding opportunities.
