RECOMMENDATIONS:

 

ADOPT Resolution No.    to approve and authorize the Employment and Human Services Director, or designee, to accept a grant from and enter into an agreement with the Alameda County Workforce Development Board, in an amount not to exceed $528,000 for High Road Training Partnership - Resilient Workforce Fund Marine Trades and Water Transportation Careers Initiative for the term April 1, 2024 through March 31, 2026.

 

FISCAL IMPACT:

 

$528,000: (100% State), which $250,000 is budgeted in FY 24-25 and $278,000 of which will be budgeted in FY 25-26. No County Match.

 

BACKGROUND:

 

In 2023, Alameda County Workforce Development Board (ACWDB) was awarded $3,933,848 from the State of California Workforce Development Board's High Road Training Partnership Initiative: Resilient Workforce Program (HRTP). On December 5, 2023, the Alameda County Board of Supervisors accepted these funds and entered into a contract with the state as of April 1, 2024. This initiative involves the Workforce Development Boards of Alameda County, Contra Costa County, and the City of Oakland, aiming to enhance workforce system infrastructure and capacity through collaborative efforts.

 

Under the Marine Trades and Water Transportation Careers (MTWTC) Initiative, East Bay partners identified the need for enhanced services, industry-recognized training, and earn-and-learn programs. This revenue agreement supports regional marine workforce projects and broader workforce development goals aligned with state and local plans.

 

The Workforce Development Board of Contra Costa County (WDBCCC), through program management, will oversee targeted outreach, recruitment, case management, ensure participant eligibility, provide support services, and align program activities to prepare up to 100 job seekers for training and job placement into Maritime careers. Direct payment to participants will be administered through partner programs.

 

This agreement includes an indemnification clause by the County. This agreement includes limitation of payment in the event that Alameda County abandons, terminates, or suspends the County’s work. The County shall be paid for services provided prior to the effective date of said suspension, termination, or abandonment in an amount not exceeding $1,334,000.

 

CHILDREN'S IMPACT STATEMENT:

 

This Agreement focuses on supporting adult participants in the MTWTC Initiative and supports three of the five Contra Costa County’s community outcomes: (1) Families that are Economically Self-Sufficient; (2) Families that are Safe, Stable and Nurturing; and (3) Communities that are Safe and Provide a High Quality of Life for Children and Families.

 

CONSEQUENCE OF NEGATIVE ACTION:

Failure to obtain necessary approvals will prevent participants from accessing crucial training, hindering their path to self-sufficiency and reducing the pool of qualified candidates for local businesses. NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of Supervisors approve and authorize the Employment and Human Services Director, or designee, to accept a grant from and enter into an agreement with the Alameda County Workforce Development Board, in an amount not to exceed $528,000 for High Road Training Partnership - Resilient Workforce Fund Marine Trades and Water Transportation Careers Initiative for the term April 1, 2024 through March 31, 2026.
