RECOMMENDATIONS:
APPROVE Budget Amendment No. BDA-26-00589, authorizing new revenue in the amount of $900,000 from Fund 265600 (Service Area PL6) Org 7656 and appropriating it to Fund 100300 (General Fund) Org 2501 Sheriff County Patrol for the Training Tower Construction Project for the Office of the Sheriff.
APPROVE Budget Amendment No. BDA-26-00590, authorizing the transfer of appropriations in the amount of $1,100,000 from Fund 100300 (General Fund) Org 2501-4948 (Miscellaneous Equipment) to Public Work’s Fund 100300 (General Fund) Org 4411-4114-WH114A for the Training Tower Construction Project for the Office of the Sheriff.
FISCAL IMPACT:
The request increases revenues and appropriations by $900,000 and is funded 100% by Fund 265600 Service Area PL6. The transfer of $1,100,000 in appropriations will fund the construction project in Org 4411-4114-WH114A. (82% Service Area PL6, 18% County General Fund)
BACKGROUND:
In 2023, the Contra Costa County Office of the Sheriff identified the need to construct a regional public safety rescue and training structure at the Sheriff’s Range in Clayton, CA. This multi-level structure will have modular (movable) interior walls for customization, smoke system, lighting, audio system, exterior platforms, interior/exterior staircases, tower platform, rappelling wall, shuttered windows, a climbing exterior wall, and other options. This structure will provide Sheriff’s Office personnel and our County and regional public safety partners with a specialized training building capable of training and preparing first responders for a multitude of real-world critical incident scenarios.
This project was approved and all permits, plans, and designs have already been completed. The budget for construction costs was estimated at $945,000, which has now increased the total budget including fabrication, delivery, and installation to approximately $1.9 million.
CONSEQUENCE OF NEGATIVE ACTION:
If the Board does not approve this request, the Office of the Sheriff will be unable to complete the project.
