Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a blanket purchase order with Zimmer US, Inc. dba Zimmer Biomet in an amount not to exceed $152,000, and related product placement agreement for the purchase of compression therapy garments for Contra Costa Regional Medical Center (CCRMC) effective the first day of the month following the equipment shipment date and for three years thereafter, subject to review and approval from County Counsel.

FISCAL IMPACT:

Approval of this action will result in expenditures of up to $152,000 over a three-year period and will be funded by Hospital Enterprise Fund I revenues.

BACKGROUND:

Deep vein thrombosis (DVT) occurs when a blood clot develops in one of the deep veins in the body. Without treatment, DVT can cause a pulmonary embolism, which is a potentially life-threatening condition. A pulmonary embolism occurs when a pulmonary artery in the lung is blocked by a blood clot. The sequential compression device (SCD) is a method to prevent DVT that improves blood flow in patients’ legs. The compression therapy garments wrap around the legs and inflate with air one at a time which imitates walking and aids in preventing blood clots.

CCRMC utilizes SCDs in various departments, including the Intensive Care Unit, to prevent pulmonary embolisms in patients. These devices are critical for patient care and preventing life-threatening conditions.

The agreement will be effective on the later of the first day of the month following the equipment shipment date, where the shipment date occurs within the first 25 days of the month or the first day of the second month following the equipment shipment date and continue for three years. The product placement agreement includes agreeing to indemnify Zimmer Biomet and pay all of Zimmer Biomet’s cost of enforcing rights against the County. Approval of this request will allow CCRMC to receive VasoPress Digital Mini with timer SCDs with a minimum annual purchase of $50,544 in compression therapy garments.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the CCRMC will not be able to perform this treatment on patients with DVT which would negatively impact patient care.
