Report Title:                     Approve and Authorize the Public Works Director, or designee, to fully close a portion of San Pablo Dam Road, on September 20, 2026, from 5:00 a.m. through 7:00 p.m., for the purpose of the 31st Annual El Sobrante Stroll Festival and Parade, El Sobrante area.

Recommendation:  Recommendation of the County Administrator

 

RECOMMENDATIONS:

ADOPT Resolution approving and authorizing the Public Works Director, or designee, to fully close a portion of San Pablo Dam Road, from Appian Way to El Portal Drive, on September 20, 2026, from 5:00 a.m. through 7:00 p.m., for the purpose of the 31st Annual El Sobrante Stroll Festival and Parade, El Sobrante area. (District I)

 

FISCAL IMPACT:

No fiscal impact.

 

BACKGROUND:

The El Sobrante Stroll Festival and Parade attracts significant pedestrian activity. To ensure public safety, the El Sobrante Chamber of Commerce has requested the temporary closure of San Pablo Dam Road to through traffic. Per the Contra Costa County Fire Protection District requirement, the El Sobrante Chamber of Commerce shall maintain a 20-foot-wide emergency vehicle access lane for the full length of the closure.

                                                                                                                                                                                                                                                                                                                                                                                                                                Applicant shall follow guidelines set forth by the Public Works Department.

 

CONSEQUENCE OF NEGATIVE ACTION:

Applicant will be unable to close the road for the proposed event.

IN THE MATTER OF: Approving and authorizing the Public Works Director, or designee, to fully close a portion of San Pablo Dam Road, from Appian Way to El Portal Drive, on September 20, 2026, from 5:00 a.m. through 7:00 p.m., for the purpose of the 31st Annual, El Sobrante Stroll Festival and Parade El Sobrante area. NOW, THEREFORE, BE IT RESOLVED that permission is granted to the El Sobrante Chamber of Commerce to fully close a portion of San Pablo Dam Road, from Appian Way to El Portal Drive, except for emergency traffic, on September 20, 2026, from 5:00 a.m. through 7:00 p.m., subject to the following conditions:

 

1.Traffic will be detoured via roads identified in a traffic control plan, reviewed by the Public Works Department. Emergency vehicles will be allowed access as required.

 

2. All signing to be in accordance with the California Manual on Uniform Traffic Control Devices.

 

3. El Sobrante Chamber of Commerce shall comply with the requirements of the Ordinance Code of Contra Costa County.

 

4. Provide the County with a Certificate of Insurance in the amount of $1,000,000.00 for Comprehensive General Public Liability which names the County as an additional insured prior to permit issuance.

 

5. Obtain approval for the closure from the California Highway Patrol, Sheriff’s Office, and the Contra Costa County Fire Protection District.

 

6. El Sobrante Chamber of Commerce shall maintain a 20-foot-wide emergency vehicle access lane for the full length of the closure.
