Recommendation:  Recommendation of the County Administrator

 

RECOMMENDATIONS:

 

ADOPT Resolution to approve and authorize the Employment and Human Services Director, or designee, to execute a revenue amendment with the State of California Department of Community Services and Development to increase funding by $10,922, for a new payment limit not to exceed $130,589, for the Supplemental Low Income Home Energy Assistance Program with no change to the term May 1, 2026, through May 31, 2027.

 

FISCAL IMPACT:

 

100% Federal (Community Services and Development), all of which is budgeted for FY 26-27.

 

BACKGROUND:

 

The County routinely receives funding from the California Department of Community Services and Development (CSD) wherein Contra Costa County provides energy bill assistance payments and/or weatherization services to residents who are income eligible through Low Income Home Energy Assistance Program (LIHEAP) and the Energy Crisis Intervention Program (ECIP). First priority for services is to those households with the lowest income and highest energy burden. LIHEAP priority is to service those households with the following vulnerable populations: young children (ages five years or under), disabled, and elderly persons (ages 60 years or older). Supplemental Low Income Home Energy Assistance Program (SLIHEAP) provides additional funding to support the operation of LIHEAP and ECIP.

 

This program is operated by the Employment and Human Services Department, Community Services Bureau.

 

CONSEQUENCE OF NEGATIVE ACTION:

 

Should the proposed action not be approved by the Board, County will not be able to accept additional funding for the SLIHEAP.

 

CHILDREN’S IMPACT STATEMENT:

 

This Agreement supports one community outcome in the Children’s Report Card: (4) “Families that are Safe, Stable, and Nurturing.”

NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of Supervisors approve and authorize the Employment and Human Services Director, or designee, to execute a revenue amendment with the State of California Department of Community Services and Development to increase funding by $10,922, for a new payment limit not to exceed $130,589, for the Supplemental Low Income Home Energy Assistance Program (SLIHEAP) with no change to the term May 1, 2026 through May 31, 2027.
