Recommendation of the County Administrator Recommendation of Board Committee

RECOMMENDATIONS:

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a purchase order with ChargePoint, Inc. in an amount not to exceed $28,530 for the purchase of two-year cloud network service renewals necessary to support the operation, monitoring, and management of County-owned ChargePoint electric vehicle charging stations used for County fleet, employee and general public vehicle charging. San Pablo, Concord and Martinez areas. (Districts I, IV and V)

FISCAL IMPACT:

Approval of this action will result in a total expenditure not to exceed $28,530. The cost will be built in to building occupancy charges.

BACKGROUND:

Contra Costa County owns and operates ChargePoint electric vehicle charging stations at various County facilities to support the charging of County fleet electric vehicles. These chargers are an important component of the County’s ongoing transition to a lower-emission fleet and support the County’s broader goals related to fleet electrification, operational efficiency, and greenhouse gas emissions reduction.

The County’s ChargePoint chargers require active cloud network services in order to maintain full functionality. The ChargePoint cloud network service enables the County to remotely monitor charger status, manage access, review utilization data, troubleshoot operational issues, and support reliable charging for County fleet vehicles. These services also allow County staff to identify outages or charger faults, coordinate maintenance responses, and ensure that charging infrastructure remains available for operational fleet needs.

The current cloud network service terms for the County’s ChargePoint chargers are due for renewal. ChargePoint has provided a quote in the amount of $28,530 to renew cloud networking services for a two-year period for all currently owned County ChargePoint chargers. Approval of this purchase order will allow the County to continue operating and managing its existing ChargePoint chargers and will help ensure that County fleet electric vehicles have continued access to reliable charging infrastructure.

The ChargePoint Cloud Subscription Terms and Conditions include an indemnification provision. County Counsel has reviewed and approved the indemnification clause.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the County may lose the ability to monitor and manage its ChargePoint chargers, reducing charging reliability and potentially disrupting fleet operations for departments that rely on electric vehicles.
