Report Title: Contract Amendment #72-153-6 with Aspiranet

RECOMMENDATIONS:
APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment #72-156-6 with Aspiranet, a non-profit corporation, effective January 1, 2026, to amend Contract #72-156-3 (as amended by Contract Extensions #72-156-4 and #72-156-5), to increase the payment limit by $150,000, from $190,000 to a new payment limit of $340,000, for additional Partners in Pregnancy, Fatherhood Program services to promote positive birth outcomes and to develop strong family bonds for babies in the African American community of Contra Costa County with no change in the term ending June 30, 2026.
FISCAL IMPACT:
Approval of this Contract Amendment will result in additional service expenditures of up to $150,000 and will be funded 100% by the California Department of Public Health funds Perinatal Equity Initiative. (No rate increase)
BACKGROUND:
California Department of Public Health (CDPH), Family, Maternal, and Child Health (FMCH), and the Contra Costa Health (CCH) Perinatal Equity Initiative (PEI) Community Advisory Board (CAB) have identified a Fatherhood Program as an intervention to address perinatal health disparities in the community, expectant, new and non-custodial fathers and their families, to promote positive birth outcomes, and to develop strong family bonds for babies in the African American community of Contra Costa County. This Contractor has been a part of the County providing these services and fostering a deep understanding of the Public Health organization’s mission, values, and long-term objectives since October 2020.
In December 2024, the Purchasing Services Manager approved and executed Contract #72-156-3 with Aspiranet, in an amount not to exceed $190,000, for the provision of the Partners in Pregnancy, Fatherhood Program services which promotes positive birth outcomes and develops strong family bonds in the African American community of Contra Costa County, for the period October 1, 2024 through September 30, 2025.
In September 2025, the Purchasing Services Manager approved and executed Contract Extension #72-156-4 with Aspiranet, to extend the termination date from September 30, 2025 to December 31, 2025, with no change in the original payment limit of $190,000, to continue to provide Partners in Pregnancy, Fatherhood Program services for the African American community of Contra Costa County.
In December 2025, the Purchasing Services Manager approved and executed Contract Extension #72-156-5 with Aspiranet, to extend the termination date from December 31, 2025 to June 30, 2026, with no change in the original payment limit of $190,000, to continue to provide Partners in Pregnancy, Fatherhood Program services for the African American community of Contra Costa County.
Approval of Contract Amendment #72-153-6 will allow the Contractor to provide additional Fatherhood Program services through June 30, 2026. The delay of this Contract Amendment was due to a clerical oversite on behalf of Division staff.
CONSEQUENCE OF NEGATIVE ACTION:
If this Contract Amendment is not approved, the African American community of Contra Costa County will not receive the benefits in being part of the Fatherhood Program to help develop strong family bonds for babies in this community.

This Contract supports the following Board of Supervisors’ community outcomes: “Families that are Safe, Stable, and Nurturing” and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include increases in social connectedness, communication skills, parenting skills, and knowledge of the human service system in Contra Costa County.
