Report Title: Declare Contra Costa Council on Homelessness Vacancies

RECOMMENDATIONS:
ACCEPT the resignations of Teri House and Margaret Schlitz as of November 3, 2023, DECLARE vacant the Council on Homelessness City Government Seat and Behavioral Health Representative seats on November 3, 2023, and DIRECT the Clerk of the Board to post the vacancies as recommended by the Health Services Director.
FISCAL IMPACT:
There is no fiscal impact for these actions.
BACKGROUND:
On July 25, 2023, Teri House notified staff via email that, as part of her broader retirement plan, she will be resigning from her City Government Seat on November 3, 2023, a little more than one year earlier than the seat would normally expire. Teri has served on the Contra Costa Council on Homelessness since its inception in the 1990s.
On August 14, 2023, Margaret Schlitz notified staff via email that, due to a change in her workload, she will be resigning from her Behavioral Health Representative seat on November 3, 2023, a little more than one year earlier than the seat would normally expire. Margaret has served on the Contra Costa Council on Homelessness since January 1, 2021.
The Contra Costa Continuum of Care is governed by the Contra Costa Council on Homelessness (hereinafter referred to as the Council). The Council is appointed by the Contra Costa County Board of Supervisors to assist and provide guidance in the development and implementation of long-range planning and policy formulation of homeless issues in Contra Costa County. The Council serves as the governing body for the Contra Costa County Homelessness Continuum of Care. The Council also provides a forum for communication and coordination of the County's Strategic Plan to End Homelessness, educate the community on homeless issues, and provide the Contra Costa County Board of Supervisors and Continuum of Care lead agency (Contra Costa Health Services’ Health, Housing & Homeless Services Division) on federal, state and local policy issues affecting people who are homeless or at-risk of homelessness.
CONSEQUENCE OF NEGATIVE ACTION:
The Contra Costa Council on Homelessness will not be able to appoint a new City Government or Behavioral Health representatives if the seats are not vacated.
