RECOMMENDATIONS:

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute an agreement amendment with the California Department of Aging, to increase the payment limit by $225,302 for a new total not to exceed $827,046, to implement the CalFresh Healthy Living Supplemental Nutrition Assistance Program - Education  in Contra Costa County with no change to term.

 

 

FISCAL IMPACT:

$225,302: $112, 651 of which is budgeted in FY 23/24 and $112, 651 of which will be budgeted in FY 24/25. (100% Federal / AL #10.561)

 

BACKGROUND:

Supplemental Nutrition Assistance Program - Education (SNAP-Ed) is part of the CalFresh Healthy Living program in California funded by the U.S. Department of Agriculture to improve the health of low-income persons aged 60 and older by providing evidence-based nutrition education and obesity prevention services.  Resolution No. 2022/367 approved by the Board of Supervisors on November 1, 2022 (C.24) authorized the department director to sign Agreement No. CF-2223-07 with CDA and accept a revenue award of $585,201 for the term October 1, 2022 through September 30, 2025. Additional revenue of $16,543 was accepted by the Board on June 13, 2023 (C.94). This action is to approve a second amendment to receive additional funding in the amount of $225,302 with no change to the term of October 1, 2022 through September 30, 2025.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

Additional funding will not be received by the department to support nutritional health and obesity prevention education services for low-income older adults.

IN THE MATTER OF Agreement Number CF-2223-07-A2 between the California Department of Aging and Contra Costa County

 

WHEREAS, the federal Supplemental Nutrition Assistance Program (SNAP), known as CalFresh Healthy Living in California, includes SNAP-Ed to deliver evidence-based projects and interventions to assist lower-income individuals on a limited budget access healthy foods, live healthier lives, and move towards self-sufficiency, and

 

WHEREAS, on November 1, 2022, the Board of Supervisors accepted Resolution No. 2022-367 authorizing the Employment and Human Services Department Director to sign Agreement CF-2223-07 with the California Department of Aging to deliver SNAP-Ed services in Contra Costa County and provide residents aged 60 years and over an opportunity to participate in evidence-based nutrition education and obesity prevention programs, and

 

WHEREAS, the Area Agency on Aging division in the Employment and Human Services Department administers SNAP-Ed in Contra Costa County by subcontracting the program to a local agency to deliver services directly to eligible persons in the community, and

 

WHEREAS, through Agreement Number CF-2223-07-A1, the County’s SNAP-Ed contract with the California Department of Aging was amended on June 13, 2023 to include additional funding of $16,543 for the October 1, 2022 to September 30, 2025 period of the agreement, and

 

WHEREAS, through Agreement Number CF-2223-07-A2, the County’s SNAP-Ed contract with the California Department of Aging is amended to include an additional funding of $225,302 for the October 1, 2022 to September 30, 2025 period of the agreement, and

 

NOW, THEREFORE, BE IT RESOLVED the Contra Costa County Board of Supervisors approve and authorize the Employment and Human Services Director, or designee, to sign Agreement Number CF-2223-07-A2 amending County’s contract with the California Department of Aging for SNAP-Ed and accept the additional funding of $225,302 for a new agreement total not to exceed $827,046.
