Information:
TCAB will receive updates on the RFQ procurement process.
Referral History and Update:
The Request for Qualifications (RFQ #0038) closed on August 6, 2026.
Staff and review panel have completed the procurement review process consistent with County procurement requirements as of 9/11/2026.
Staff will provide available updates regarding:
• Proposal submission #
• Five-member Review Panel Profiles
• Qualified vendors will be notified on September 15, 2026.
• Qualified vendors advance to Phase Two
• Lead Entity Bid (Phase Two) process begins on September 22, 2026.
• Interviews will be scheduled.
• Final recommendation proceeds through Equity Committee (November 2026) and Board of Supervisors (December 2026)

As RFQ #0038 advances to the interview phase, staff is requesting TCAB input for three purposes.

TCAB Interview Questions
TCAB members will be asked to identify questions or areas of inquiry they believe should be explored during interviews with prospective Lead Entities. The intent is to carry forward TCAB’s knowledge and priorities from the development of the Implementation Plan and RFQ into the interview process without changing the adopted evaluation criteria after proposals have been submitted.
Question Gathering
TCAB members are invited to submit potential questions following the meeting until September 30th.
Interested TCAB members are invited to join an Ad Hoc Committee who will organize the questions and pick the top 4 to forward to the interview panel. (Week of October 5th)

Which interview format would TCAB prefer staff to explore, subject to procurement and legal guidance?

The poll is intended to provide staff with advisory input and does not independently establish the final procurement procedure.

Action Required:
TCAB will vote for interview format preference. TCAB members will self-select to Ad Hoc Committee. ORESJ staff will collect potential interview questions from TCAB offline and return with recommended candidate in October.
