RECOMMENDATIONS:

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute on behalf of the Health Services Director, a purchase order with Washington Automated, LLC in an amount not to exceed $28,000 and accept Washington Automated, LLC Terms and Conditions for the purchase of laundry equipment for the Health Services Department’s Health, Housing and Homeless Services (H3) division’s adult shelter, Delta Landing.

 

FISCAL IMPACT:

Approval of this action will result in a one-time expenditure of up to $28,000 and will be funded by the California Business, Consumer Services and Housing Agency, Homeless Housing, Assistance and Prevention Grant Program Round 4 (HHAP-4) grant funds.

 

BACKGROUND:

Contra Costa Health operates the Delta Landing Interim Housing facility, located at 2101 Loveridge Road, Pittsburg, California, to provide 172 interim housing units serving homeless adults living in East Contra Costa County. The facility’s current commercial washing machines are inoperable or require frequent servicing following extensive use by its clients. Installation of industrial washing machines has been recommended to replace five existing washing machines at Delta Landing. This purchase includes the procurement and installation of five new washing machines and the removal of the old machines.

 

The Washington Automated, LLC Terms and Conditions obligate the County to indemnify Washington Automated, LLC against all expenses, costs (including reasonable attorney’s fees), claims, demands, damages, liability, suits or the like arising in connection with or out of (i) any breach by the County of the Agreement; (ii) Washington Automated, LLC’s adherence to specifications or use of material furnished or specified by the County or any of its agents; (iii) any damage to property or injury (including death) caused by the acts or omissions of the County or its agents; (iv) or any damages arising out of the sale or exchange of all or part of the Goods sold hereunder to a third party. The Terms and Conditions also limits Washington Automated, LLC’s liability to no more than the total amount paid by the County under the Agreement for the goods giving rise to the claim. The purchase of products from Contractor is subject to a limited warranty, which limits the Contractor’s liability and waives the County’s rights to incidental and consequential damages, whether or not caused by Contractor’s negligence.

 

An informal bid was completed by H3 and Washington Automated, LLC will provide industrial washing machines at the lowest cost.

 

 

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve this action would cause undue hardship to the vulnerable population residing at this location without onsite access to laundry services, as many clients are disabled or unable to afford or travel to a nearby laundromat to gain access to the use of laundry services.
